In 2023, more than a quarter of the population is estimated to be food insecure in Palestine. For decades, a protracted and complex humanitarian crisis has impacted the ability of farmers, fishers and herders to access the inputs they need to produce enough food and earn an income. Emergency livelihoods assistance is essential and provides high returns. For example, every USD 1 invested in establishing a rainwater harvesting cistern in the West Bank yields USD 38 in savings in water tanking costs.

Daily life in the West Bank and Gaza Strip continues to be characterized by access restrictions to natural resources, movement of goods and people and limited productive capacities. Moreover, in the Gaza Strip, recurrent conflict and free fall of the economy and services has eroded the resilience of vulnerable families and their capacity to cope. The possible exacerbation of the protracted crisis and declining funding calls for urgent early action to respond and prevent a further deterioration of the food security situation. For 2019, FAO requires USD 11.2 million to assist 48 700 people.

The humanitarian situation in Palestine continues to be characterized by prolonged restrictions on access to natural resources, movement of goods and people, and limited production capacities. In Gaza, recurrent conflict spikes and restricted access to markets for inputs and exports have deepened the vulnerability of livelihoods causing unemployment, poverty and food insecurity rates to soar. The situation in the West Bank remains tense as restrictions on access to land and natural resources, and displacements due to demolitions erode the resilience of vulnerable families. The volatile, protracted situation calls for urgent action to address the overall food insecurity of Palestinians, enhance protection and build resilience in the West Bank and Gaza Strip.
