Synopsis (short abstract) The present report is a contribution to the process of revision of the fisheries regulations of Angola that is being carried out under project GCP/RAF/302/EEC. It was prepared in the course of a mission that the consultant undertook to Dakar, Senegal, to the Headquarters of project in December 1994. This report is not a "traditional" document on the system of surveillance of fisheries of Angola. Instead, it records some of the discussions held in the course of the mission. It presents and explai ns, at the request by and on the basis of the needs of the legal consultant, a number of specific provisions and practices that are normally implemented in fisheries surveillance operations. Some of these are to be included in draft regulations. Most of them should perhaps be incorporated into a surveillance manual. Specific examples of surveillance problems are also given drawn from the experience of some West African countries where fisheries surveillance projects have been carried out. The re port also describes how some of the provisions of Fisheries Law N. 20/92 of Angola can be implemented

The present report was prepared in the course of a mission which took place from 28 April to 12 May 1995. In the course of this mission the author was asked to provide advice to senior Government officials on the following matters: identification of the baselines from which to calculate the various maritime zones; preparation of a possible grid system for use within the Exclusive Economic Zone of Angola; discussion of various practical problems being experienced by fisheries observers and inspec tors in Angola and to hold question and answer seminars with a representative selection of them. This report summarizes the main findings and recommendations of the mission.

This brief identifies some of the areas that governments have intervened through emergency law to strengthen a resilient fisheries and aquaculture food supply chains and illustrates how these regulatory measures can be adopted by other countries thereby contribute to ensuring food security and economic development for all especially the indigenous peoples and women. As such, it contributes to FAO’s Strategic Objectives on the eradication of hunger, food insecurity and malnutrition (SO2).
