Synopsis (short abstract) Hunger, malnutrition, and poverty are key concerns in the Philippines. To address these issues, the Government of the Philippines created the Enhanced Partnership Against Hunger and Poverty (EPAHP) with 11 government agencies to support the goals of the Philippine Plan of Action for Nutrition (PPAN) 2017-2022. Under the EPAHP Convergence Program, these agencies sought to improve the provision of food to impoverished and malnourished school children through their flagship Feeding Program. However, unreliable food sources and unstable food availability often hindered the operation of its feeding centres. In this regard, the EPAHP lead agency, the Department of Social Welfare and Development (DSWD), requested support from the Food and Agricultural Organization of the United Nations (FAO) to improve the program’s operational processes through a web-based digital mapping system (DMS). Normally, national government agencies and local government units engage community-based organizations (CBOs), including farmers and cooperatives, to secure food for their local feeding centres. However, before this project, EPAHP partners did not have a standardized process for accrediting CBOs, nor a system for mapping and registering these entities. Although the DSWD already utilized a guide for targeting possible suppliers – the Community Participation Procurement Manual (CPPM) – stakeholders believed that a digital database would be more effective, especially in assisting feeding centres to locate and contact CBOs for immediate needs.

    Despite a significant potential for innovation and digitalization in the agrifood systems of Pacific SIDS, and the power of digital tools in aiding development efforts, the operating themes of agrifood systems, digitalization and gender empowerment are still in their infancy in the Pacific region, which also faces challenges such as remoteness, limited capacities and natural disasters. Acknowledging the need for development partners to invest in the enabling environment to achieve more impactful results, the subprogramme focused on advancing digitisation of gender-sensitive agrifood systems in eight target countries, namely the Federated States of Micronesia, Fiji, Marshall Islands, Palau, Samoa, Solomon Islands, Tonga and Vanuatu. Investing in digital literacy for women and youth was expected to yield immediate results through a practice-based approach. The subprogramme aimed to leverage local creativity in digitalization, attract financial partnerships and address the gender divide while complementing ongoing efforts in the targeted countries.

    The project aimed to tackle the challenges of low income and unemployment among youth and women, specifically within the family farming sector in Grand Bahama and Abaco Island. The sector lacked consistent access to the technology and knowledge needed to develop economic enterprises able to serve national and regional food markets, while promoting local sustainable livelihoods. The MAMR lacked the tools required to deliver adequate training in agricultural practices and agribusiness, and organizational and financial support. The MAMR also had no National Strategy or National Land Administrative Proposal to achieve the rural development goals set out in the SGD 2030.
