Synopsis (short abstract) Participatory Land Use Planning (PLUP) requires the active involvement of the local stakeholders and the village tract communities. The use of Unmanned aerial vehicles (UAV) in mapping and planning land uses, is an emerging and efficient technology for acquiring thematic spatial data for participatory land use planning and mapping at village or township levels. The use of UAVs was preferred for cost-effectively collecting quality geospatial data and information at very high resolution in a flexible, participatory and transparent manner in NyaungU and Kyaukpaduang townships at Village tract level. Data collected using the UAVs included; aerial imagery for mapping of village boundaries, land use, land cover, infrastructure, public facilities and utilities, point cloud data for creating digital terrain models. The same participatory procedures were used in the great delta of Ayeyarwady Region in Labutta Township and in the upland areas of Mindat and Kanteplet Townships in Chin State. The usage of UAV technology enhanced the participatory process by enabling identification of visible land use types, crop types, infrastructure, facilities and delineable boundaries by the local non-technical village participants. This information was used in the PLUP process at several stages namely; the preparation stage, Mapping existing land uses and other features (infrastructure, utilities, and facilities, delineating village boundary), Mapping of proposed land use sites, i.e. community forest sites, and delineating land tenure systems in the selected project sites.

    This handbook presents the detailed steps for national agricultural land cover mapping, conducted with limited resources and budget from design to final validation and production. It covers the technical aspects of 1) selection and preprocess of satellite imagery (both optical and radar), 2) definition of a land cover legend using international standards, 3) the integration with other existing information as well as the analysis of such database in order to assign a thematic classification, 4) the interpretation, 5) the accuracy assessment and 6) the final packaging and publication of results. The handbook focuses on mapping agricultural land, in a complex landscape, such as the one found in Lao PDR, where atmospheric conditions, topographic effects and management makes the classification challenging. The handbook also presents practical examples of the team, software and skill-set required to develop a national land cover dataset. The objective of the document is to provide a working manual to other national teams willing to develop a land cover mapping programme.

    The Asia and Pacific Plant Protection Commission (APPPC) regional training workshop on pesticide application by unmanned aerial vehicles (UAV) was held on 24–27 August 2023 in Nanjing, China. The delivery of the workshop was one of the work plans of the APPPC Standing Committee on Pesticide Management, which was adopted at the 32nd session of APPPC in November 2022. The workshop aimed to strengthen the national capacity of pesticide management and exchange experience on pesticide applications by UAV, as well as enhance regional collaboration in risk reduction.
