Synopsis (short abstract) The evaluation which covered FAO’s cooperation in Guyana from 2012 to 2015 was very timely. The evaluation although in a limited way (due to the late submission of the report), provided very useful inputs which helped to orient the new CPF 2016-2019, making the CPF more aligned and relevant to the Government and other stakeholder priorities. Moreover, the discussions conducted during the evaluation emphasized the need to promote ownership of the CPF development process, and the involvement of na tional partners (government entities, civil society organization and the private sector).

    The Country Programme Evaluation of FAO’s contribution in Guyana was conducted in 2015 with the main aim of informing the development of the new CPF cycle starting in 2016. It is intended that this exercise will provide inputs to better orient FAO’s programme in the next biennium, making it more relevant to the government priorities for the country. The evaluation was also intended to assess the strategic relevance in the national context of FAO’s programmes and interventions in Guyana.

    The mid-term evaluation of the project "Mainstreaming sustainable land development and management” was executed by the Guyana Land Survey Commission (GLSC), implemented by FAO and funded by the Guyana Reducing Emissions from Deforestation and Degradation (REDD+) Investment Fund (GRIF). Overall project effectiveness and efficiency is low: implementation is slow and few outputs and outcomes have been achieved. The main reasons are the poor communication and collaboration between GLSC and FAO, and insufficient delivery of their roles and responsibilities. Recently, improved communication between GLSC and FAO has generated better collaboration. The evaluation made a series of recommendations to improve project delivery during the remainder of the implementation period.

    The fifteenth session of the Western Central Atlantic Fishery Commission (WECAFC) was held in Port of Spain, Trinidad and Tobago, from 26 to 28 March 2014. The session was attended by 29 members of the Commission. Observers from five regional fishery bodies (RFBs) and five intergovernmental organizations also participated. The Commission adopted four regional fisheries management recommendations respectively on: 1) spawning aggregations of groupers and snappers, 2) the use of fish aggregating de vices, 3) Queen Conch management and conservation and 4) fisheries management planning. The Commission also adopted five resolutions on 1) illegal, unreported and unregulated (IUU) fishing, 2) the Regional Strategy for the Control of Invasive Lionfish, 3) the implementation of voluntary guidelines on Small-scale fisheries and Tenure, 4) the implementation of the Port state Measures Agreement and the FAO Voluntary Guidelines on flag State performance and 5) the strategic action programme for the sustainable management of the shared living marine resources of the Caribbean and north Brazil shelf large marine ecosystems. The Commission thanked FAO for the Performance Review of WECAFC, adopted the WECAFC Strategic Plan 2014–2020, approved the Programme of Work (2014–15), maintained the seven joint working groups and established three new working groups, endorsed the WECAFC–FIRMS partnership, adopted the revised Rules of Procedures and discussed the options for strategic reorientation of th e Commission. No decision was taken on starting a transition process of WECAFC into a Regional Fisheries Management Organization (RFMO), as members required additional information
