Synopsis (short abstract) Ensuring that fisheries and aquaculture are undertaken sustainably and equitably lies at the heart of the FAO Code of Conduct for Responsible Fisheries (CCRF). Although the CCRF offers some suggestions as to the major areas where this should be applied, it does not offer specific guidance on best practice. It is the function of working arrangements such as the Asia-Pacific Fishery Commission (APFIC) to develop this sort of guidance, applicable to the local context of the region and, as part its advocacy role, to bring to the attention of policy-makers, governments, regional organizations and non-governmental organizations, those approaches and practices which offer the best opportunities for improving livelihoods and building resilience in communities. Too often, well intentioned policies are implemented that result in unintended outcomes such as environmental degradation, marginalization of small-scale producers and their families or see benefits captured by other interest gr oups or elites. It is through taking stock of such lessons of success and failure that we can offer guidance on future efforts and draw attention to those policies or interventions that may not be achieving their intended outcomes or are even creating more problems than they solve. This report contains a set of recommendations developed from an APFIC Regional Consultative workshop that indicate those areas of best practice and policies that support coastal community livelihoods. It also cont ains advice on practices and policies that are to be avoided. The purpose of the workshop was to generate a greater sense of where Asia-Pacific countries and organizations should be directing their efforts to improve livelihoods and the resilience of communities dependent on fisheries and aquaculture and to set the stage for future dialogue on policy planning and development in the region.

    Some of the poorest and most vulnerable households in Asia are seasonally or occasionally dependent on fisheries-related activities. These important resources are threatened by poor management and continued overexploitation. As part of its strategic plan, the Asia-Pacific Fishery Commission (APFIC) is committed to supporting small-scale fisheries in Asia. At its 30th session in Manado, Indonesia in 2008, APFIC undertook to identify areas of best practice and policies to support coastal community livelihoods and to review those aspects which negatively impact coastal livelihoods. This publication contains three reviews on key aspects of policy support to livelihoods resilience and diversification and offers recommendations on approaches and practices which offer the best opportunity for improving livelihoods and building resilience in communities in the face of emerging challenges such as globalization, economic development, social transitions and climate change.

    Ежегодный доклад «Положение дел в связи с отсутствием продовольственной безопасности в мире» за этот год содержит критическую оценку прогресса, достигнутого в деле достижения установленных на международном уровне целей в области развития, сформулированных в Декларации тысячелетия (ЦРТ 1) и в ходе Всемирного продовольственного саммита, и размышления о том, что необходимо сделать в настоящее время, когда мы переходим к новой программе устойчивого развития на период после 2015 года. В докладе предс тавлен обзор прогресса, достигнутого с 1990 года в каждой стране и регионе, а также во всем мире. Прогресс в деле выполнения задачи ЦРТ-1с оценивается не только на основе определения масштабов недоедания или голода, но и на основе второго индикатора – распространенности пониженной массы тела среди детей моложе пяти лет. Достижения по этим двум показателям сопоставляются по регионам и по времени, что позволяет получить представление о всей сложности проблемы продовольственной безопасности. Несмот ря на общие достижения, для ликвидации голода и обеспечения продовольственной безопасности во всех ее проявлениях предстоит еще проделать большую работу. В докладе за 2015 год не только приведена оценка уже достигнутых результатов, но и выявлены нерешенные проблемы и даны рекомендации в отношении того, какие политические меры следует выдвигать на первый план в будущем. В нем также определены ключевые определяющие факторы успеха, достигнутого по сей день в деле достижения целей в области продовол ьственной безопасности и питания. Список этих факторов – экономический рост, повышение производительности сельскохозяйственного производства, развитие рынков (включая международную торговлю) и социальная защита – никоим образом не является исчерпывающим. Доклад также показывает, что затяжные кризисы, возникающие в результате конфликтов или стихийных бедствий, пагубно влияют на ход работы по сокращению масштабов голода.

    In recent years, several major drivers have put the world off track to ending world hunger and malnutrition in all its forms by 2030. The challenges have grown with the COVID-19 pandemic and related containment measures. This report presents the first global assessment of food insecurity and malnutrition for 2020 and offers some indication of what hunger might look like by 2030 in a scenario further complicated by the enduring effects of the COVID-19 pandemic. It also includes new estimates of the cost and affordability of healthy diets, which provide an important link between the food security and nutrition indicators and the analysis of their trends. Altogether, the report highlights the need for a deeper reflection on how to better address the global food security and nutrition situation.To understand how hunger and malnutrition have reached these critical levels, this report draws on the analyses of the past four editions, which have produced a vast, evidence-based body of knowledge of the major drivers behind the recent changes in food security and nutrition. These drivers, which are increasing in frequency and intensity, include conflicts, climate variability and extremes, and economic slowdowns and downturns – all exacerbated by the underlying causes of poverty and very high and persistent levels of inequality. In addition, millions of people around the world suffer from food insecurity and different forms of malnutrition because they cannot afford the cost of healthy diets. From a synthesized understanding of this knowledge, updates and additional analyses are generated to create a holistic view of the combined effects of these drivers, both on each other and on food systems, and how they negatively affect food security and nutrition around the world.In turn, the evidence informs an in-depth look at how to move from silo solutions to integrated food systems solutions. In this regard, the report proposes transformative pathways that specifically address the challenges posed by the major drivers, also highlighting the types of policy and investment portfolios required to transform food systems for food security, improved nutrition, and affordable healthy diets for all. The report observes that, while the pandemic has caused major setbacks, there is much to be learned from the vulnerabilities and inequalities it has laid bare. If taken to heart, these new insights and wisdom can help get the world back on track towards the goal of ending hunger, food insecurity, and malnutrition in all its forms.

After shedding light on the nature of the challenges that agriculture and food systems are facing now and throughout the 21st century, the study provides insights into what is at stake and what needs to be done. “Business as usual” is not an option. Major transformations in agricultural systems, rural economies, and natural resources management are necessary. The present study was undertaken for the quadrennial review of FAO’s strategic framework and for the preparation of the Organization Medium-Term plan 2018-2021.
