    This review was undertaken to contribute to the ongoing debate on land issues in Myanmar. It also serves as input for a national approach on the government’s rural development engagement. Its overall objective is to outline an improved approach to tenure security that will enable government-enhanced interventions, provision of better services, improved management of risks in rural development and better livelihoods for farming communities. It was undertaken within the framework and guidance of t he international principles on land and resource governance, commonly known as the Voluntary Guidelines on the Responsible Governance of Tenure of Land, Fisheries and Forests (VGGT). The premise of this review is that land and property rights cannot be understood solely as an administrative or procedural issue, but should be considered as part of broader historical, economic, social and cultural dimensions. This generates concerns over political economy, development opportunities, constraints an d risks facing the poor, ethnic minorities, local communities, women and disadvantaged sections of society.
