    The “Project for Assistance to the Recovery and Development of the Agricultural Economy in the Federally Administered Tribal Areas (FATA) of Pakistan” attempted to make a significant contribution to the stabilization of the area and enhanced food security through sustainable agriculture development. It had two outcome measures: resume food production to restore and improve agriculture-based livelihoods; and re-establish and strengthen agriculture support services. The project targeted temporarily displaced persons (TDPs) who have returned to their home places. Even though the project was relevant and appropriate to address the massive displacement of households and massive damage to agriculture-related infrastructure and livelihood assets, it was overly-ambitious and design was beyond the scope of a recovery project. The evaluation team recommends a follow-up project focused on capacity development and institutional strengthening of green sector line departments.

    This Land Cover Atlas of Pakistan: The Khyber Pakhtunkhwa Province & Federally Administered Tribal Areas provides a comprehensive description of the biotic and abiotic resources of the province and includes numerous categories of cultivated land; natural vegetation and non-vegetated areas including bare and rocky areas, and areas of human settlement. The LCCS approach also captures the physiographic characteristics of the region. The atlas is illustrated at a district and agency level, providin g land cover information in aggregated and cartographic form as well as tabular statistics per class per district and agency for the province of Khyber Pakhtunkhwa and Federally Administered Tribal Areas (FATA).

    The present evaluation was launched with a view to providing the Governments of Pakistan and Sweden as well as FAO with an independent and objective assessment of the performance of the project. The evaluation mission visited Pakistan from 26 April to 14 May 2011, and visited 5 project districts in both AJK State and KP Province where Community Livelihood Rehabilitation Plans (CLRP) and Integrated Watershed Management Plans (IWSMP) have been developed and are being implemented.
