    Despite their critical role in climate action, agrifood systems have not been integrated into just transition policy debates under the UNFCCC, and are rarely included in national just transition plans. But these gaps could be overcome at COP30 if Parties recognise the critical importance of resilient, inclusive agrifood systems transformation for achieving a just transition in their deliberations. This policy brief makes the case for placing agrifood systems transformation at the heart of just transition debates and policy making. It proposes an evidence-based framework for pursuing a just transition in agrifood systems that is aligned with the change pathways of the Paris Agreement 2 that can guide national policy making and offers key policy recommendations for Parties and observers at COP30.

    The purpose of this analysis is to present an overview of the status of agrifood systems in NDCs, as well as provide insights into the extent to which NDCs are contributing to the climate-resilient and low-emissions agrifood system transformations needed to achieve the Paris Agreement. It provides an overview of the major climate-related risks and greenhouse gas hot spots in agrifood systems, and it synthesizes the main climate change adaptation and mitigation strategies being set forth in the nationally determined contributions to address them. It also takes stock of the underpinning governance, knowledge and capacity and finance needs articulated to enable climate action in agrifood systems. Lastly, it highlights mitigation, adaptation and climate finance ambition gaps in agrifood systems to inform enhanced ambition, action and support.

    From July to September 2025, FAO convened four online deliberative dialogue meetings on the subject of how to achieve a just transition in agrifood systems. Through the dialogues, participants developed a more clearly articulated, though still evolving, definition of what a just transition means for agrifood systems. This definition reflects the numerous complexities, actors, and challenges that are unique to agriculture and other forms of food production across different scales and regions. Insights from participants coalesced around a shared conceptualization of a just transition in agrifood systems as a transformational shift from the inequitable and unsustainable models of production, distribution and consumption that characterize today’s global agrifood systems, to ones that are ecologically grounded, rights-based, and socially inclusive - shaped by the distinctive needs, priorities, and participation of the most vulnerable actors - especially those who have been historically marginalized in the Global South.
