Synopsis (short abstract) The Republic of Lithuania, in common with other countries of Central and Eastern Europe, is currently undergoing a transition period from a centrally planned economy to a market based system and is in the process of restructuring public sector institutions and revising former legislation. In 26 of the countries of Central and Eastern Europe and the Commonwealth of Independent States (CIS), this process is underway in a variety of stages and approaches, or has been completed. A wide range of refo rms has been necessary in all sectors of the economy including agriculture and food production. Important legislative, institutional and administrative changes have been identified that must take place in a number of key sectors including the laboratories sector in order to facilitate the implementation of Agreements such as the European Free Trade Agreement and other EU requirements. In the case of the Republic of Lithuania, a Free Trade Agreement between the European Union (EU) and the Republi c of Lithuania was signed in 1994, which later was changed by the Association (Europe) Agreement.

    The livestock sector plays an essential role in agricultural and economic development as well as in food security. Public concern about the safety of foods of animal origin has recently heightened due to problems that have arisen with outbreaks of food-borne infections (BSE, E.coli, Salmonella, Campylobacter, Listeria, etc.) and chemical contamination (pesticides, heavy metals, dioxins), as well as due to growing concerns about veterinary drug residues and microbial resistance to antibiotics. Th ese problems have drawn attention to the production practices within the livestock industry and have prompted health professionals and the food industry to closely scrutinise quality and safety problems that can arise in foods of animal origin. In addition to national food safety, these issues have serious implications for international trade in livestock products and animal feed.

    Every sector of the livestock industry, the associated services and the wellbeing of both animals and humans are influenced by animal feeding. The availability of accurate, reliable and reproducible analytical data is imperative for proper feed formulation. Only reliable analysis can lead to the generation of sound scientific data. This document gives a comprehensive account of good laboratory practices, quality assurance procedures and examples of standard operating procedures as used in ind ividual specialist laboratories. The adoption of these practices and procedures will assist laboratories in acquiring the recognition of competence required for certification or accreditation and will also enhance the quality of the data reported by feed analysis laboratories. In addition, ensuring good laboratory practices presented in the document will enhance the safety of the laboratory workers. The document will be useful for laboratory analysts, laboratory managers, research students and t eachers and it is hoped that it will enable workers in animal industry, including the aquaculture industry, to appreciate the importance of proven reliable data and the associated quality assurance approaches. An additional effect of implementing and adopting these approaches will be strengthening of the research and education capabilities of students graduating from R&D institutions and promotion of a better trading environment between developing and developed economies. This will have long-ter m benefits and will promote investment in both feed industries and R&D institutions.
