    The PRA (Participatory Rapid Appraisal) exercise that was held in Mabeta in April-May 1994, looked at the perceptions, attitudes and practices of the fisherfolk in this community towards the management of their fishery resource. The results will contribute to the elaboration of a set of indicators favouring a positive and consistent attitude on fishery resource management. On this base a set of recommendations for the implementation of a sustainable community-based management strategy for the fishery resource can be built up. The second objective of this activity was to offer training and relevant experience in PRA techniques to national staff. The hypothesis of the above mentioned PRA exercises is built on the assumption that the attitude and practice of the fisherfolk towards the management of their fish resource will be partly determined by the social organisation of their communities. The social organisation of many fishing communities in West Africa is determ ined by the important migration, characteristic for the sector and the region. The different social settings resulting from this phenomenon, will influence the attitude and practice of the fisherfolk on fishery resource management in a different way.

    During the last quarter of 2020, Regional Agricultural Research and Extension Organisations (RREO) in Africa, Asia, and Latin America jointly carried out rapid appraisals to map the innovation environment and identify and document initiatives aimed at strengthening Agricultural Innovation Systems (AIS). The focus was on functional capacity development with a view to exploring ways in which RREO can support the development of these capacities and integrate them with technical capacities. A combination of literature reviews, case studies, and stakeholder surveys was used to gather information. The results were documented in three separate reports which are available from the RREO. In the present document, key findings from the regional reports are presented and discussed in this report.

    This Handbook on Participatory Communication Strategy Design (PCSD) has been prepared as a training and field guide for designing, implementing and managing communication for development strategies for field projects. The PCSD methodology is used to build on the results of the Participatory Rural Communication Appraisal (PRCA). It outlines ways of involving people in the decision-making processes for effective communication planning and action. The handbook focuses on the process of planning a communication strategy design in a participatory manner. It clearly explains the principles and processes of communication planning, message development, multimedia material production and the implementation of communication activities in the field. Although it does not dwell on the technical aspects of production, the handbook specifies the requirements for effective use of communication approaches, techniques, media, materials and methods among rural communities. It pres ents a step-by-step approach to strategy design. In this way the reader will be able to plan, implement, supervise and monitor the whole process. PCSD has been prepared primarily as training and reference material to be used during workshops for communication skills development, as well as a guide for participatory communication strategy design in the field. For those who have not been trained in PCSD, it is advisable to attend a training workshop in which the principles and proced ures of the activity can be learned and practised before application at the community level. The communication strategy design process described in the handbook has been tested in training workshops. It has also been applied with success to various development projects dealing with agriculture, health, education, income generation, gender, water and sanitation, animal husbandry and poverty alleviation.
