    This document contains the Report of, and papers presented at, the Expert Consultation on Illegal, Unreported and Unregulated Fishing which was held in Sydney, Australia, from 15 to 19 May 2000. The Consultation was organized by the Government of Australia in cooperation with FAO. Selected experts were invited to prepare papers as background documents to assist the work of the Consultation. These experts were also invited to prepare text for the preliminary draft of the international plan of act ion to combat illegal, unreported and unregulated (IUU) fishing. The preliminary draft international plan of action elaborated by the experts is appended to the Report of the Consultation. This preliminary draft formed the basis for initial discussions at the Technical Consultation on Illegal, Unreported and Unregulated Fishing which was held at FAO Headquarters, Rome, from 2 to 6 October 2000.

    This document contains the report of the Expert Consultation on Fishing Vessels Operating under Open Registries and their Impact on Illegal, Unreported and Unregulated Fishing that was held at at the Southeast Fisheries Science Center, National Marine Fisheries Service, National Oceanic and Atmospheric Administration in Miami, Florida, United States of America, from 23–25 September 2003. The Expert Consultation was convened by the Director-General of FAO with a view to facilitating the implemen tation of the 2001 FAO International Plan of Action to Deter, Prevent and Eliminate Illegal, Unreported and Unregulated Fishing (IPOA-IUU). Experts for this Consultation were selected because of their experience with open registries and in the field of fisheries. The Experts focused on the effects of IUU fishing on global fishery resources and on lessons that might be learned from the experiences of flag States that have already implemented tighter control over the activities of their fishi ng vessels. Background papers and three case studies from selected open registry countries were presented. A round table discussion following the presentations led to the adoption of a number of recommendations for more effective application of flag State control over fishing vessels, particularly those operating under open registries, as a means to reduce the incidence of IUU fishing. These recommendations identified measures to be adopted by all States, flag States, coastal States and port Sta tes, as well as for assistance to developing States. Results of the Expert Consultation are intended to provide inputs for a Technical Consultation on IUU fishing, fleet capacity and subsidies that is planned for June 2004, in accordance with a decision of the twenty-fifth session of the Committee on Fisheries (COFI) in February 2003.

    This United Nations Development Assistance Plan (UNDAP) is the business plan of all the UN agencies, funds and programmes in Rwanda for the period July 2013 to June 2018. UNDAP Rwanda supports the realization of the Millennium Declaration, the related Millennium Development Goals (MDGs),other international development aspirations, the transition from the MDGs and the post-2015 framework, the country’s medium-term national development priorities as set out in the Economic Development and Poverty Reduction Strategy (EDPRS 2) for the period 2013-2018, as well as the Rwanda Vision 2020. It will support the promotion in the country of all the international human rights that have been ratified by Rwanda, including the right to humanitarian assistance for refugees in the country. In line with the UN Quadrennial Comprehensive Policy Review (2012), the UNDAP is strategic and results-oriented and clearly reflects the UN’s increased focus on providing upstream support to the national planning and implementation processes, capacity development, high quality policy advice and technical expertise based on best practices

    Countries in the Commonwealth of Independent States: Agricultural policy issues in the context of the World Trade Organization 2014

    With the disintegration of the Soviet Union 15 new countries entered the world stage. The CIS countries are very different in size, economic structure and agricultural profile. The same is true even for the smaller group of seven CIS countries that are members of the World Trade Organization (WTO). By late 2013 seven of the twelve non-Baltic ex-Soviet countries had acceded to the WTO: Armenia, Georgia, the Kyrgyz Republic, Moldova, the Russian Federation, Ukraine and Tajikistan. Four others were in the process of WTO accession: Azerbaijan, Belarus, Kazakhstan and Uzbekistan. Turkmenistan had started to prepare for an eventual accession process. This report examines the experience and main issues of twelve of these countries in the context of the rules and commitments in agriculture under the World Trade Organization (WTO). Three main areas under the WTO Agreement on Agriculture are examined: Market access, domestic support and export subsidies, with special focus on issues in fulfil ling domestic support obligations in the member countries. The report also touches on export restrictions in agriculture. It summarizes the scrutiny in the Committee on Agriculture of the CIS countries’ notifications and other issues raised in the Committee and introduces the WTO disputes involving CIS countries and agriculture. Finally, it offers some policy recommendations and outlines lessons learned for the accessions still underway.

    En El estado de la inseguridad alimentaria en el mundo 2013 se presentan estimaciones actualizadas de la subalimentación y los progresos realizados respecto al logro de la meta fijada en el primer Objetivo de Desarrollo del Milenio (ODM 1) y el objetivo de la Cumbre Mundial sobre la Alimentación (CMA) relativos al hambre. La evaluación más reciente muestra que se han hecho nuevos progresos en la consecución de la meta del ODM 1 para 2015, que sigue estando al alcance de las regiones en desarrollo en su conjunto, a pesar de que persisten notables diferencias entre las regiones y son precisos grandes esfuerzos adicionales de manera inmediata. El informe de 2013 trasciende la medición de la privación de alimentos, ya que en él se presenta un conjunto más amplio de indicadores que intentan reflejar el carácter multidimensional de la inseguridad alimentaria, los factores determinantes de esta y sus efectos. Este conjunto de indicadores, compilado en relación con ca da país, permite obtener una imagen más matizada de la situación por lo que hace a la seguridad alimentaria, así como orientar a los responsables de la formulación de políticas en la elaboración y aplicación de medidas claramente orientadas y eficaces que puedan contribuir a la erradicación del hambre, la inseguridad alimentaria y la malnutrición. Sobre la base de ese conjunto de indicadores, en el informe también se examinan en más detalle las experiencias diversas de seis países; d icho examen proporciona una imagen mixta de avances y retrocesos. En conjunto, las experiencias de estos países demuestran la importancia de la protección social y las iniciativas dirigidas a mejorar la nutrición, de las políticas para incrementar la productividad agrícola y potenciar el desarrollo rural, de las fuentes diversas de ingresos y de un compromiso a largo plazo para incorporar de forma general la seguridad alimentaria y la nutrición en las políticas y los programas públic os.
