Kandidatët e SEE dhe vendet kandidate potenciale, e shohin integrimin si një mundësi për të nxitur një zhvillim paqësor nëpërmjet bashkëpunimit ekonomik, politik dhe kulturor si brenda rajonit ashtu edhe me shtetet anëtare të BE-së.
