    Agriculture is crucial for the national economy of Afghanistan and in particularly so for the agriculturally dependent population which is constituting 60 percent of the total population. Adoption of new strategies for agriculture monitoring, rural land use planning and land management are urgently required to reduce hunger and poverty among rural population and to assure sustainable food and feed production for future generations. The availability of reliable information on natural resources and agriculture for its monitoring and analysis is indispensable to development and implementation of such strategies. However, productivity in the agricultural sector has been relatively low. Afghanistan has the potential to increase its output of cereals, fruits and vegetables. For this purpose, the project “Strengthening Afghanistan Institutions’ Capacity for the Assessment of Agriculture Production and Scenario Development” (GCP/AFG/087/EC), funded by the European Union, is implemented by the Ministry of Agriculture, Irrigation and Livestock (MAIL) and the Food and Agriculture Organization of the United Nations (FAO). Among the project objectives are improving the understanding of the country’s national resources endowment and limitations as well as assessing agricultural production capacities under current climatic conditions and likely impacts of climate change. Within the context of this project the Food and Agriculture Organization of the United Nations (FAO) and the International Institute for Applied Systems Analysis (IIASA) support and implement a National Agro-Ecological Zoning activity in Afghanistan (NAEZ) which assesses quality and availability of land resources and identifies crop cultivation potentials - suitable area, production and attainable yield - under prevailing soil and terrain conditions and for given current or future agroclimatic conditions. One of the outputs of the NAEZ activities is this Agro-Ecological Zones Atlas which is based on applications of the FAO/IIASA National Agro-Ecological Zoning system for current and future climates. The Atlas provides two distinct parts, namely:

    2022年版《世界渔业和水产养殖状况》的发布适逢联合国实现全球目标行动十年、联合国海洋科学促进可持续发展十年和联合国生态系统恢复十年的启动。本报告介绍了如何通过蓝色转型整合和支持这些活动及其他具有同等重要性的联合国活动,如2022国际手工渔业和水产养殖年。蓝色转型是新版联合国粮农组织《2022–2031年战略框架》的一个重点领域,旨在加快实现《2030年可持续发展议程》在粮食和农业领域的目标。蓝色转型的概念产生于2021年2月召开的粮农组织渔业委员会(渔委)第三十四届会议,特别是经粮农组织所有成员商定和批准的《可持续渔业和水产养殖宣言》。该《宣言》呼吁支持“21世纪渔业和水产养殖不断变化的积极愿景,使该部门对消除贫困、饥饿和营养不良的贡献得到充分认可”。在此背景下,此版《世界渔业和水产养殖状况》的第1部分回顾了全世界渔业和水产养殖的状况,而第2部分和第3部分则专门讨论蓝色转型及其关于水产养殖的集约化和扩大、改进渔业管理、创新渔业和水产养殖价值链的支柱。蓝色转型强调需要在未来几年启动或加快前瞻性的果敢行动,以实现《宣言》的目标并支持《2030年可持续发展议程》。第4部分涉及当前影响较大的新问题(新冠疫情、气候变化和性别平等),这些问题要求充分考虑转型步骤和预备措施,以确保可持续、高效和公平的渔业和水产养殖。

    Framework for Environmental and Social Management 2022
    The Framework for Environmental and Social Management (FESM) establishes environmental and social performance requirements for FAO programming. The FESM includes key elements of a human rights-based approach with the goal to ensure that people and the environment are protected from any potential adverse impacts of FAO programmes and projects. It is also intended to ensure that all stakeholders have ample opportunities to actively participate in the activities of programmes and projects, and have access to effective channels to voice their concerns about them. The FESM reflects the organization’s commitment to sustainability with a new set of guiding principles, two operational pillars and nine environmental and social standards. Together they delineate the mandatory requirements related to the identification, assessment and management of multiple environmental and social risks and impacts associated with programmes and projects supported and implemented by FAO. The FESM introduces an innovative process of climate change and disaster risk screening to identify potential risks, mitigation and resilience measures. It also includes new and updated requirements to conserve and restore renewable natural resources and biodiversity; protect animal welfare; foster resilient livelihoods; manage wastes and non-pesticide hazardous materials; promote resource efficiency; protect community health and promote decent jobs; strengthen requirements for dealing with gender-based violence including the prevention of sexual exploitation and abuse; respect Indigenous Peoples living in voluntary isolation; and enhance accountability, conflict resolution and grievance mechanisms.
