Synopsis (short abstract) The project, funded by the World Bank, benefited from FAO Technical Assistance under Subcomponent 1.1 on capacity building through the farmer field school (FFS) approach. Despite some weaknesses and missing links in the design and implementation of the project, FAO's intervention has helped to build the capacities of smallholder farmers and farmers' organizations. Among the 11 deliverables of the project, six fully delivered six deliverables and achieved the relevant objectives. Four outputs have been partially delivered or can be improved: new training modules; an integrated monitoring and evaluation (M&E) methodology on FFS; literacy; and a handover strategy. 1 488 facilitators were trained out of the 1 600 expected and should cover the planned 4 000 FFS. The organizational and leadership assets generated by FFS among smallholder farmers are by far the project's most important and effective contributions to better outcomes. This report describes the salient results obtained and identifies the factors and conditions that deserved/deserve to be taken into account to ensure better quality of the products and the sustainability of the results.

    The FAO and JICA-funded project “Capacity Development of the Irrigation Department of the Ministry of Agriculture, Irrigation and Livestock of the Islamic Republic of Afghanistan” was designed to improve the capacity of the Irrigation Department to formulate, implement, monitor and evaluate agriculture irrigation development projects. The results of this Final Evaluation set a sound foundation for the management of the irrigation sector as it contributed to enhance Irrigation Department’s staff skills, knowledge and awareness, as well as to develop an Irrigation Database useful to support the Department’s decision-making process. The project also contributed to the policy dialogue setting the basis for a future institutional transformation and governance development. This could be achieved in the long-term through further dedicated interventions which could also support the Ministry of Agriculture, Irrigation and Livestock in clarifying the roles and responsibilities for all water management-related institutions, as well as in developing and including a gender approach in its interventions.

    The Khyber Pakhtunkhwa Newly Merged Districts have seen a prolonged military conflict leading to the wide-spread displacement of its population and damages and losses to the agricultural lands, irrigation and water harvesting structures, and livestock populations. Since 2015, the rehabilitation of the displaced population is ongoing but slow due to loss of livelihoods and reduced income opportunities. To support the restoration of livelihoods, funded by the United States Agency for International Development for USD 10 million, FAO undertook the project for “Restoring subsistence and commercial agriculture in tribal districts, Khyber Pakhtunkhwa” which involved training farmers on climate-smart agriculture practices, rehabilitating facilities/infrastructures, operationalizing small-scale enterprises, and supporting agriculture and livestock production. The evaluation found that while the project was mostly successful in meeting output targets, a critical review of the following elements can further improve programme delivery: review of procurement processes, market-led initiatives for value chain development through strengthening producer marketing groups, operation and maintenance plans for rehabilitated schemes, gender-specific interventions, and revising reporting formats for effective monitoring and evaluation.
