ProjectStrengthen the Enabling Environment for Food and Nutrition Security and Sustainable Agriculture - GCP/INT/244/EC 2025Over the period 2014-2020, the European Commission made investments of nearly EUR 8 billion in over 60 countries geared towards improving food and nutrition security and sustainable agriculture (FNSSA). Concerned about policy and institutional bottlenecks that could hamper the achievement of impact at scale, the European Commission engaged in a partnership with the Food and Agriculture Organization of the United Nations (FAO) to strengthen countries’ capacities and the policy and institutional environment for FNSSA. This partnership was operationalized through FIRST (Food and Nutrition Security Impact, Resilience, Sustainability and Transformation). The programme was launched mid-2015 and has since worked with governments, European Union Delegations, FAO Representations, and other development partners at country, regional and global levels to ensure that: i) SDG2 (Zero Hunger) goals and targets are explicitly incorporated in sectoral and cross-sectoral policy and programme frameworks, including a firm commitment to improving diets and raising levels of nutrition; and ii) relevant stakeholders are enabled to meaningfully participate in SDG2-related policy dialogue and governance and effectively engage in policy and programme implementation.
