No results found.This document contains the report of the second meeting of the Strategy ad hoc Working Group (SWG) established by the Parties to the Agreement on Port State Measures to Prevent, Deter and Eliminate Illegal, Unreported and Unregulated Fishing (hereinafter referred to as the Agreement or the PSMA), held in Busan, Republic of Korea, from 21 to 25 October 2024. It was attended by 38 Parties to the Agreement, and by observers from three States, three intergovernmental and one international non-governmental organization. In line with its terms of reference adopted by the Parties, the SWG discussed aspects to improve the effectiveness of the PSMA, namely in relation to increasing adherence to the Agreement, the fulfilment of Parties’ responsibilities, mechanisms for the monitoring, review and assessment of the implementation of the Agreement, as well as resources required for the sustainable functioning of the Agreement. On the basis of the discussions and on the consolidated outcomes of the five PSMA Regional Coordination Meetings convened in 2024, the SWG drew up a series of recommendations to strengthen the implementation of the PSMA and its effectiveness in combating illegal, unreported and unregulated fishing. The SWG also considered options for monitoring the implementation of the Agreement. -
Book (stand-alone)Report of the first meeting of the Ad Hoc Working Group established by the Parties to the Agreement on Port State Measures to Prevent, Deter and Eliminate Illegal, Unreported and Unregulated Fishing, Oslo, Norway, 1-2 June 2017 2017This document contains the report of the first meeting of the Ad Hoc Working Group (Part 6 Working Group) established by the Parties to the Agreement on Port State Measures to Prevent, Deter and Eliminate Illegal, Unreported and Unregulated Fishing, held in Oslo, Norway, from 1 to 2 June 2017. The Part 6 Working Group discussed the main requirements and priorities of developing States in the implementation of the Agreement and recommended that support should consider legal and policy aspects, in stitutional set-up and capacity, and operations and procedures. It recognized that assistance should be tailored to accommodate the specific needs of countries and regions, and highlighted the importance of linking individual and institutional capacity building. The important support that existing regional fisheries management organization (RFMO) mechanisms can provide in delivering assistance to developing States Parties was recognized. The Part 6 Working Group agreed on draft Terms of Referenc e for the funding mechanisms to assist developing States Parties to be considered by the Parties at their next meeting. It was agreed that funding mechanisms shall include contribution schemes toward an Assistance Fund, including for projects in support of the implementation of the Agreement. The important linkage between activities supported by the Assistance Fund and FAO’s global capacity development programme in support of the Agreement and complementary instruments was emphasized.

Book (stand-alone)Report of the Second Meeting of the Part 6 Working Group established by the Parties to the Agreement on Port State Measures to Prevent, Deter and Eliminate Illegal, Unreported and Unregulated Fishing, 5-6 July 2018, Rome, Italy 2019This document contains the report of the second meeting of the Part 6 Working Group established by the Parties to the Agreement on Port State Measures to Prevent, Deter and Eliminate Illegal, Unreported and Unregulated Fishing, held in Rome, Italy, from 5 to 6 July 2018. The Part 6 Working Group reviewed outcomes of its first meeting, noting with respect to the funding mechanisms to be put in place to assist developing States with the implementation of the PSMA that further clarity is required in terms of the criteria and priorities that will be used to review applications for assistance. The Part 6 Working Group discussed at length the requirements of developing States for the implementation of the PSMA, noting legal, operational, and technical challenges and identifying where existing tools are already available to address these challenges. The Working Group received a detailed update of FAO’s Global Capacity Development Programme in support of the PSMA, as well as heard from other international organizations, non-governmental organizations, States and other entities on their respective capacity development initiatives in support of the PSMA. Finally, the Part 6 Working Group discussed the necessary functionalities of the capacity development portal that is to be developed and hosted by FAO under the PSMA global programme.
