Synopsis (short abstract) This study identifies the legal and socio-economic implications of the recent CITES Appendix II listing of seahorses in the Philippine context. Philippine national law bans the gathering and trade of Appendix II-listed species a more stringent but legitimate policy option within the CITES agreement. However, while technically illegal, seahorse gathering continues and may be increasing. This case study involved site visits, interviews, participant observation, and text analysis leading to a scientific evaluation. It demonstrates that unintended consequences resulted from the listing that should be rectified in the Philippine context and avoided in other contexts. While the Philippine case represents an example of what to avoid, the authors recognize that the listing of seahorses under CITES Appendix II may have a positive impact on generating monitoring and management mechanisms for international trade. This analysis provides important findings that can be used to im prove the CITES and take steps to improve CITES implementation and seahorse conservation in and beyond the Philippines. The CITES and its partner institutions should invest more in the development of comprehensive and comparative studies that inform guidelines and improved practice.

    The purpose of this study is to explore Korea's Forest Policy with respect to the improvement of human health and well-being(So called Forest Welfare). This case study explores the characteristics of forest welfare and divides it into four components, including the history and the laws governing it: 1. Forest Recreation (1-1. The creation of Yumyeongsan natural recreation forests(1980s), 1-2. The revision of the 'Forestry Act' to provide a legal basis for the creation of natural recreational forests(1990), 1-3. The enactment of the 'Forestry Culture and Recreation Act' to provide high-level forest recreational services (2005)), 2. Forest Education (2-1. The enactment of the 'Forest Education Promotion Act' (2011), 2-2. Introduction of the certificate system for Forest Education Experts (2012)), 3. Forest Therapy 3-1. The creation of the Sanum Healing Forest (2009), 3-2. The revision of the 'Forestry Culture and Recreation Act’ for the creation of “Healing Forest” (2010), 3-3.     The Forest Welfare Policy have resulted in great gains in citizen’s entire life cycle: Before Birth, During Infancy, During Childhood and Adolescence, During Youth/Early Adulthood, During Midlife/Mature Adulthood, During Late Adulthood/Old age, and After Death. And the Forest Welfare Institute aims to contribute to the improvement of public health and happiness is constantly developing its mission for both the public and private sectors, and also strengthening scientific R&D. Therefore, this paper imply that the Forest Welfare Policy in Korea is one of the most advanced and future-oriented policies between forests and human.     The Second Technical Consultation on the Suitability of the CITES Criteria for Listing Commercially-exploited Aquatic Species was held in Windhoek, Namibia, from 22 to 25 October 2001. The Consultation reviewed a draft report prepared by the FAO Secretariat entitled "A Background Analysis and Framework for Evaluating the Status of Commercially-exploited Aquatic Species in a CITES Context" and went on to formulate a proposal on revisions of the CITES listing criteria and process for listin g. This proposal, for consideration by the COFI Sub-Committee on Fish Trade for formal submission to CITES, was written in the form of specific responses to CITES Notification to the Parties No. 2001/037 of 31 May 2001. The Consultation also emphasized the principle of using the best scientific information available in each proposal for listing. It agreed that the existing process within CITES for scientific evaluation of proposals for listing, transfer and de-listing should be strengthen ed and that there should be more explicit involvement in evaluation of proposals of fisheries agencies and regional fisheries management organizations, and a greater role for FAO.

    The Technical Consultation on the Suitability of the CITES Criteria for Listing Commercially-exploited Aquatic Species was held at FAO Headquarters in Rome, Italy, from 28 to 30 June 2000. It was attended by delegations from 58 Members of FAO and by observers. The Consultation reviewed a draft report by the FAO Secretariat entitled "The key points from an appraisal of the suitability of the CITES criteria for listing commercially-exploited aquatic species" and commented on possible amendments to it. In addition, the Consultation agreed on a set of points to be considered by the Committee on Fisheries (COFI) as a basis for possible recommendations to FAO Members, the Secretariat and CITES. These elements concerned recommendations for refinement of the CITES criteria and guidelines as they applied to resources exploited by fisheries in marine and large freshwater bodies, as well as the process utilized by CITES in listing such resources. Also amongst these elements, the Consultation suggested COFI may recommend that the FAO Secretariat establish effective mechanisms to contribute to the elaboration and review of the criteria by CITES, and that the Fisheries Department of FAO play a facilitating role in improved dialogue and communications among member States, regional fishery management organizations and CITES.
