    This paper reviews the experiences of introducing land consolidation and land banking instruments in Central and Eastern Europe, largely to address the structural problems of small and fragmented farms. The introduction has been uneven with some countries having established operational programmes while others have taken steps with differing levels of success, and a few have not taken action. The paper assesses the driving factors for the introduction and the approaches used in individual countri es.

    The Generic master’s course curriculum on land consolidation and land banking: FAO Study and Recommendations is a powerful capacity development tool that will educate young land tenure professionals and existing specialists interested in implementing land consolidation and land banking projects. The report contains a structure for a course curriculum on land consolidation and land banking, including a list of modules, recommendations regarding teaching techniques and useful resources. Students with specializations in subjects related to land tenure such as land surveyors, land-use planners and land managers, will benefit greatly from the report and could potentially improve their employability by learning about the latest developments in land consolidation and land banking. Current land tenure professionals, as well as those working in professions involved in land consolidation and land banking projects (such as lawyers and notaries, civil engineers, spatial planners, agronomists and land valuers) will benefit by complementing their existing knowledge with an understanding of how land consolidation and land banking provides opportunities to fulfill infrastructural, environmental, rural development and other non-agricultural objectives. The report has been developed as part of an FAO initiative to build the technical capacities of students and professionals working in land consolidation and land banking. It presents an analysis of current educational programmes related to land consolidation and land banking in 14 universities from 11 European countries and examines the demand for knowledge and skills of young professionals expressed by the public agencies involved in land consolidation implementation in six countries.

    This publication looks at the land governance situation in the Caribbean subregion. This working paper was done in light of FAO’s Voluntary Guidelines on Responsible Governance of Tenure of Land and other Natural Resources. Caribbean countries in general have key issues affecting land and natural resources tenure. This study identifies and assesses these issues and provides examples of good governance in the region.
