    La inclusión de Creación de Capacidad como uno de los temas principales en la Reunión del Foro Mundial refleja tanto el reconocimiento de la necesidad urgente de Creación de Capacidad en el área de la inocuidad de los alimentos como la preocupación de las instituciones multilaterales y, es de esperar, de los países desarrollados, de que se realicen serias tentativas con este fin. La mayoría de los problemas y temas fueron señalados en el excelente documento presentado por el Dr. Rios en la Confe rencia de Melbourne en octubre de 1999. Si bien se han hecho muchos progresos, los problemas básicos permanecen. Por lo tanto, este documento busca reiterar gran parte de lo mencionado en él y también volver a enfatizar el contexto, las restricciones, las realidades básicas dentro de los cuales se han realizado esfuerzos de Creación de Capacidad y desde allí tratar de introducir posibilidades pragmáticas y factibles en esta dirección. Se ha intentado encarar tres temas en forma separada, si bien habrá necesariamente una superposición -los sistemas nacionales de inocuidad de los alimentos (que es el área más importante); los temas del Codex y la asistencia técnica bilateral (SFS o de otro tipo).

    The Protocol of 8-9 July 1946 relative to the dissolution of the International Institute of Agriculture, transferred the functions and assets of the said Institute to FAO. Of these assets, the Library is unquestionably the most outstanding and is a lasting record of the Institute's work and its achievement in the field of agriculture. This catalogue will undoubtedly contribute towards a better knowledge of this international Library.
