Synopsis (short abstract) The Food and Agriculture Organization of the United Nations (FAO) and the OECD co-hosted the seventh meeting of the Roundtable on Financing Water on promoting investments in agricultural water that contribute to sustainable water management, food security, and sustainable development. The meeting aimed to make the case for action on financing agricultural water as well as to initiate discussions on investment needs and opportunities to contribute to a green and resilient recovery and mobilise commercial finance to scale up investment. The meeting was also an opportunity to gauge interest in a further dedicated Roundtable meeting and analytical work on these issues, in particular focused on directing development finance. The meeting gathered around 375 participants from diverse backgrounds, including private investors and financiers, multilateral and bilateral donors, government officials, philanthropies, NGOs and research institutions. They shared experiences related to financing agricultural water, ranging from country perspectives from both the OECD and non- OECD countries and regions, such as the Sahel, Africa, Near East, Central Asia, the Netherlands, Peru, the United States, and Yemen, to recent developments in and perspectives from banks, NGOs, commercial banks, asset managers and experts.

    Agriculture can play an important role in climate change mitigation while contributing to increased food security and reductions in rural poverty. The Ex-Ante Carbon-balance Tool (EX-ACT) can estimate the mitigation potential of rural development projects generated from changes in farming systems and land use. The study presents and discusses the EX-ACT analysis performed on the World Bankfinanced Land Husbandry, Water Harvesting and Hillside Irrigation Project of the Government of Rwanda. Estim ates of the impact of project activities on greenhouse gas emissions and carbon sequestration demonstrate that the implementation of the LWH project will provide additional environmental benefits by helping to mitigate climate change. Thus it reflects possible synergies between mitigation and rural development goals through a watershed approach.

    The Arab region needs a new generation of policies and investments in agricultural water. Agricultural water management has always posed challenges and opportunities in the Arab world. However, unprecedented and accelerating drivers such as climate change, population growth, and land degradation make agricultural water management a more urgent priority than ever before. In addition, as part of the 2030 UN Agenda for Sustainable Development, Arab countries have committed to work towards an ambitious set of development targets, the Sustainable Development Goals (SDGs). Unless the right policies and investments are put in place, it will be difficult to achieve the SDGs, including ending hunger and providing clean water and sanitation for all. This paper is part of an ongoing collaboration between the Food and Agriculture Organization of the United Nations (FAO) and the International Water Management Institute to foster dialogue on agricultural water policies and investments in the context of the FAO led Regional Water Scarcity initiative. The purpose of the paper is to frame the key challenges and opportunities in the sector – including emerging innovations in digital agriculture, water accounting, water supply and wastewater reuse – and to lay out broad strategic directions for action.
