    The Syrian crisis has caused intense and sustained levels of violence in the country, which included large-scale destruction of agricultural infrastructure and disruption of all components of the food system. A total of 9.3 million people in the country are facing severe acute food insecurity. During the period subject to evaluation (2012-2018), FAO interventions targeted displaced and hosting households affected by the conflict across the country. Activities were initially carried out in Government-controlled areas and subsequently conducted through cross-border operations as part of the Whole of Syria (WoS) approach. Despite adverse conditions, FAO staff were able to create a portfolio of context-relevant activities offering concrete opportunities for stable sources of income, as well as support relating to input distribution (seeds and tools), livelihoods, value chains, and infrastructure rehabilitation. Coordination with the directorates of agriculture and civil society organizations, including Syrian NGOs and Water Users Associations, played an effective role in the delivery of assistance. However, the organization’s emergency response could have been more effective by more properly considering the regional dimension of the crisis, improved targeting, and prioritization, including coordination of activities across agencies. FAO leadership should continue focusing on and restoring rural livelihoods while promoting good governance of the natural resources and environment, prioritizing its technical advisory function.

    The impacts of the 2024/25 drought in the Syrian Arab Republic are pushing rural communities to the brink, compounding one of the world’s largest food security crises. With rainfall 54 percent below average and widespread crop failure, farming households are unable to cultivate their lands, pastoral systems are collapsing and livestock-keeping households are rapidly depleting their coping mechanisms. In response, the Food and Agriculture Organization of the United Nations (FAO) seeks USD 66.61 million to support 123 400 households (617 000 people) with time-critical agricultural assistance to safeguard livelihoods, restore food production and enhance resilience to future shocks. This document outlines the impact of the crisis on agricultural livelihoods and food security as well as FAO's planned response and funding requirements.

    After nearly 14 years of conflict, the Syrian Arab Republic faces a severe humanitarian crisis, with an estimated 16.7 million people in need of assistance and 14.5 million food insecure. Agriculture – the primary income source for a significant portion of the population – has been severely impacted by displacement, infrastructure damage, climate shocks and market disruptions. In the north of the country, these challenges were further exacerbated by the February 2023 earthquake.The Food and Agriculture Organization of the United Nations (FAO) is scaling up its capacities to contribute to the country's recovery in one of its most essential economic sectors: agriculture. This document presents FAO’s Emergency and Recovery Plan of Action (ERPA) 2025–2027, as of 1 March 2025. The ERPA outlines FAO’s strategic approach to supporting the most vulnerable rural households in the Syrian Arab Republic with short- and medium-term assistance, addressing immediate food security and nutrition needs, while restoring self-reliance and income generation to help communities move beyond aid dependence and contribute to national recovery and stability. The ERPA also contributes to shaping a renewed enabling environment for a modernized sector governance, ultimately fostering a more efficient, inclusive and resilient agrifood system.With a funding requirement of USD 286.7 million, the ERPA aims to reach 9.8 million people, while working closely with local and international partners to implement evidence-based interventions that bridge emergency response with recovery activities. It is a “living” document, open to consultation with partners, and will be updated as the situationevolves and further evidence becomes available.
