No results found.Over the last decade, Indonesia has made significant strides in improving forest governance. The Government of Indonesia (GoI) has made curbing illegal logging a strategic goal within the Ministry of Forestry's long-term plan. One of the main milestones in improving forest governance in Indonesia is signing the Voluntary Partnership Agreement (VPA) with the European Union and being the first country that obtains the FLEGT license. The GoI has developed a timber legality assurance system called Timber Legality Verification System (Sistem Verifikasi Legalitas Kayu - SVLK). This system enables tracking a piece of timber back until the origin and ensure its legality. One major issue that remains under contention is how small actors should be included in the SVLK system. This paper attempts to assess the financial implications of SVLK certification for small operators in Indonesia. We found that while there are opportunities for smallscale producers to access the international market by having SVLK certificate, they face challenges to become formal entities. Moreover, they are hampered by the scale needed to enable them to meet the demand from global buyers. The paper aims to generate lessons for Indonesia to deal with small operators' inclusion into the FLEGT process and other countries seeking similar VPA arrangements with the EU to draw lessons from Indonesia as the first country that has obtained FLEGT license. Across it's implementation, the Programme sought to tackle illegal logging, promote trade in legal timber products, and ultimately contribute to SFM and poverty reduction. During this time a range of achievements and lessons learned were documented which are presented in this brochure alongside recommendations for future programming. -

No results found.Illegal logging seriously undermines efforts to improve sustainable forest management, including efforts to avoid deforestation and forest degradation. As more timber producing and consuming countries enact requirements related to legal production and trade of timber, facilitating greater and easier access to legal information on timber would greatly contribute to demonstrating legality, thus reducing the incidence of illegal logging and contributing to the achievement of sustainable forest management.
In this context, the new FAO TimberLex database has been established as an open online resource to provide access to accurate, up-to-date and user-friendly legal information on forest management, timber production and trade from more than 50 timber-trading countries across regions. Country profiles are structured around a common format consisting of a set of Guiding Legal Elements for timber legality encompassing the different stages of the timber value chain considered as critical to the legality of timber. The database aims to serve more than one audience: (i) government officers (legislators, policymakers, forestry departments and law enforcement officers) which are mandated to play a role along the timber value chain; (ii) private sector producers and traders in timber producing and consuming countries; (iii) civil society and non-governmental organizations who will benefit from enhanced knowledge and capacity around timber-related legislation.
TimberLex ensures increased access to and understanding of national legal frameworks governing forestry and timber supply chains enabling more effective law enforcement from a plurality of actors nationally and internationally. This will facilitate national and international trade in legal timber contributing to curb deforestation and forest degradation.
