Dynamics of investment in agriculture in Burkina Faso

Synopsis (short abstract) Because of rapid urbanisation and increasing food price volatility, BurkinaFaso was compelled to prioritise boosting rice production, leading to aten-year rice development project (NRDS), commencing in 2009. Duringthe project, the country’s rice production was 3.2 times higher, onaverage, than the previous decade, while funding to agricultureincreased by 210 percent. This study concerns the dynamics of fundingin influencing rice production according to their sources, by uniquelyexamining mediation effects through cropland extension, rice yield,worker productivity and land productivity. No significant differencebetween public and private funding are found. Official developmentassistance and remittance are fully mediated by cropland extension andworker productivity improvement, while other funds are partiallymediated. The NRDS might do well to address the disclosedshortcomings in this study, for example, the stagnation of rice yieldsmay deteriorate the food security of the poor.

The purpose of these guidelines is to serve as a reference and provide practical country-customized guidance to foster sustainable investments in agrifood systems in the four African countries covered by the AgrInvest-FS project of FAO-ECDPM.

    This technical note was written by the European Centre for Development Policy Management (ECDPM) as part of the project “AgrInvest-Food Systems: Enabling inclusive and efficient private sector investment in agri-food systems”, implemented by the Food and Agriculture Organization of the United Nations (FAO) in partnership with the ECDPM. The AgrInvest-Food Systems Project (AgrInvest-FS) aims at attracting private investment into agrifood systems aligned with the Sustainable Development Goals (SDGs) by leveraging public funds. The note applies a systematic approach to the five agrivalue chains over the four countries covered in the AgrInvest-FS project, to identify relevant financing instruments and relevant types of financing institutions, which could potentially be interested in financing a segment of the value chain.
