Synopsis (short abstract) More than 80 percent of the population of both Cambodia and Lao People’s Democratic Republic live on subsistence agriculture. In Thailand and Viet Nam, subsistence agriculture remains considerable (60 percent of the population), although commercial agriculture and the food processing sector are developing fast. Despite their different economic situations, the four countries have developed the registration of geographical indication, a common tool to extend their national presence on the international market. The absence of a critical mass of people with experience in geographical indication systems in the target countries has slowed the development of the tool. Given the improbability of reaching such a critical mass at national level over a short period of time, there was a need to use the regional level to help the emergence of all the actors involved in the development, control, promotion and marketing of geographical indication.

    The year 2015 marked the end of the global Millennium Development agenda and 2016 heralds a transition to the new 2030 agenda for Sustainable Development. Asia-Pacific Region not only met the MDG target of halving the proportion of people suffering from hunger, but was also the region with the largest reduction in the number of undernourished people in the world. Despite good progress being made by many countries in tackling malnutrition, the overall rate of progress is less than desired and the re are several countries and sub-regions where the prevalence rates are still very high. The analysis presented in this report will help encourage dialogue and shape a new public narrative towards eradicating hunger and malnutrition and creating a transformative change for sustainable development.

    Most governments are taking concrete actions to address the problem and there is a clear recognition of strengthening agriculture and food systems in a manner that brings more affordable, hea lthier and diverse food options within everyone’s reach.

    This report also introduces a special section which will focus on a different selected key issue or trend affecting food security and nutrition in the region each year. This year, the focus is on the importance of milk and smallholder dairy in view of the remarkable growth in the production and consumption of milk and milk products in the region. The section concludes that the promotion of milk consumption and small-scale dairying offe rs potential for triple wins in nutrition, rural livelihoods and the environment.

    In 2013, during the “Asia Pacific Symposium on Entrepreneurship and Innovation in Organic Farming” jointly organized by FAO and IFOAM- Organics international, countries requested technical assistance for the establishment and promotion of Participatory Guarantee Systems (PGS) certification schemes in the region. In response to this request and an increasing demand for organic products from consumers in the region to ensure food safety, an FAO pilot project on “Small-Scale Farmer Inclusion in Organic Agriculture Development through Participatory Guarantee Systems (PGS)” (TCP/RAS/3510) initiated on 01 September 2015 and ended on 31 December 2017. The project’s outcome was “an increased number of farmers produce organic crops and market them in a remunerative way to increased number of consumers through PGS” and was implemented by FAO and the Ministry of Agriculture Forestry and Fisheries (MAFF) in Cambodia and by the Ministry of Agriculture and Forestry (MAF) in Lao PDR, in collaboration with international partners such as IFOAM- Organics international, Earth Net Foundation (ENF) and many other local partners, including the Cambodian Center for Study and Development in Agriculture (CEDAC), the Center for Organic Development, Cambodia (COD), the Natural Agriculture Village Cambodia (NAV), Caritas Cambodia, Groupe de Recherches et d’Echanges Technologiques Lao PDR (GRET) and the Sustainable Agriculture and Environment Development Association Lao PDR (SAEDA
