Synopsis (short abstract) This document summarizes the online discussion "Addressing water scarcity in agriculture: how can indigenous or traditional practices help?", which was held on the FAO Global Forum on Food Security and Nutrition (FSN Forum) from 12 June to 6 July 2018. The discussion was facilitated by Patrick Bahal’okwibale from FAO, Ethiopia and Jean-Marc Mwenge Kahinda from CSIR, South Africa and aimed at exploring the role that indigenous and traditional practices can play to support climate change adaptation efforts and reduce water scarcity in agriculture.

At the 2020 Regional Conference for Asia and the Pacific (APRC35), FAO presented a technical paper titled Setting regional priorities to manage water for agriculture under conditions of water scarcity. The technical paper, and the proposal for a new Water Scarcity Programme contained within it, were widely endorsed by the 35th Regional Conference. This information document serves to provide an update on the follow up actions taken in response to APRC35 recommendations. It provides an overview of the five-year Water Scarcity Programme (WSP) for Asia and the Pacific region and progress made in its development. The WSP has now been developed in detail and is designed to support FAO Members in taking practical steps to address and manage water scarcity in a changing climate. The WSP is based on extensive scoping activities that FAO carried out between 2019 and 2021. It is a consultative document designed to allow the Regional Conference to provide inputs and comments for improvement.

Water scarcity is among the five crises set to have the greatest impact in the next decade. Four billion people currently live with severe water scarcity for at least one month a year. Agriculture is the economic sector likely to suffer most, drawing around 70 percent of global fresh water. Global dietary changes and population growth are set to lift water demand even more. FAO’s Global Framework on Water Scarcity in Agriculture (WASAG), with commitments by its 59 partners, aims to tackle these issues. FAO has developed this programme to bring new evidence and tools to fight water scarcity, address growing competition for scarce water resources, promote water-use best practices, provide tools to cope with droughts, and empower women to access water for agriculture.
