The purpose of this analysis is to present an overview of the status of agrifood systems in NDCs, as well as provide insights into the extent to which NDCs are contributing to the climate-resilient and low-emissions agrifood system transformations needed to achieve the Paris Agreement. It provides an overview of the major climate-related risks and greenhouse gas hot spots in agrifood systems, and it synthesizes the main climate change adaptation and mitigation strategies being set forth in the nationally determined contributions to address them. It also takes stock of the underpinning governance, knowledge and capacity and finance needs articulated to enable climate action in agrifood systems. Lastly, it highlights mitigation, adaptation and climate finance ambition gaps in agrifood systems to inform enhanced ambition, action and support.

Achieving gender equality and social inclusion is essential for realizing the Sustainable Development Goals (SDGs), particularly in food security, climate resilience, and drought management. Gender equality – ensuring equal access to resources like land and water – is crucial for creating inclusive, resilient societies. In agriculture and rural development, addressing gender disparities is key to improving food systems and ecosystem resilience. Social inclusion also empowers marginalized groups to participate in decision-making and climate action.Integrating gender equality and social inclusion is vital for effective climate resilience. A Gender Equality and Social Inclusion (GESI) framework recognizes that climate risks are not gender-neutral and that women, youth, and persons with disabilities possess unique knowledge and resilience. Gender-transformative approaches – engaging both women and men as agents of change – are essential for overcoming social barriers and promoting equality. The Feminist Critical Policy Analysis Framework (FCPAF) offers a structured approach to evaluate drought policies through a gender lens, identifying gaps and enhancing gender integration. Case studies of Grenada, Jordan, and Somalia reveal areas for improving gender and social inclusion in drought planning. Additionally, the Minimum Standards for Mainstreaming Gender Equality and Social Inclusion in Climate Action guide the development of gender-sensitive policies.By involving diverse social groups in drought response strategies, policies can address the needs of vulnerable populations, reduce social inequalities, and strengthen resilience. Mainstreaming gender equality in drought policies ensures more effective, inclusive, and sustainable climate action.

Understanding opportunities, barriers and risks for private sector engagement in climate action for agrifood systems
SCALA private sector engagement guidance series

This guidance has been developed under the Scaling up Climate Ambition on Land Use and Agriculture through Nationally Determined Contributions (NDCs) and National Adaptation Plans (NAPs) (SCALA) programme, which supports decision makers to implement the agriculture priorities of their national climate plans. SCALA recognizes the critical role of the private sector in driving innovation and investment for transformative climate action in agriculture and land-use sectors. This guidance provides practical advice on how to translate climate priorities in the agrifood systems into actionable projects by identifying investment opportunities, understanding barriers and risks, and selecting de-risking tools to attract private sector investment.
