Synopsis (short abstract) Following similar Missions in 1997 and 1998, an FAO/WFP Crop and Food Supply Assessment Mission, supported by UNDP, was fielded to Afghanistan from 22 May-23 June 1999 to estimate the 1999 cereal harvest and cereal import requirement, including food aid needs, for 1999/2000. The Mission visited Kabul and Herat regions, while WFP-funded six survey teams of national agronomists covered most of the accessible regions of the country, including Faizabad, Jalalabad, Kabul, Kandahar, Herat and Mazar-i- Sharif. The Mission benefited from discussions with UN agencies, multilateral and bilateral donors, Afghan authorities, ICRC and many NGOs. Available relevant reports and documents were reviewed. Area and yield estimates for various crops in different regions were based on field visits, data generated by survey teams, and discussions with farmers and UN and NGO personnel knowledgeable about particular regions and areas. Relative peace in most parts of Afghanistan, in recent years, has bolst ered agricultural activities and local trade with increased private sector participation. However, the country's cereal production suffered a setback in 1999, compared to the very strong recovery in 1998, due to shortage of irrigation water as a result of the mildest winter in 40 years with very low snowfall, late and erratic spring rains and high incidence of yellow rust and sunnpest that damaged crops in the north and west of the country. In addition, there is a trend in gradually diverting ir rigated wheat land to such cash crops as onion, potato, poppy, and tree crops, particularly almonds and apricots.

    In March 1999, an escalation of violence in the Kosovo Province of the Federal Republic of Yugoslavia (Kosovo), led to a large-scale exodus of refugees into neighbouring countries, among which Albania was particularly favoured because of the generous open-door policy maintained by the Government of Albania and by the Albanian people themselves throughout the crisis. By early June, UNHCR reported that the total number of refugees in the country stood at around 440 000 of whom, approximately half were accommodated in tent camps and half were living with host families. In view of concerns about the impact of the Kosovo crisis on the food security situation of the country, a joint FAO/WFP Crop and Food supply assessment Mission was fielded to Albania from 3-13 June. The Mission gave special attention to the impact of the large influx of refugees on the hosting population, including, food consumption patterns, health and nutrition status and access to food supplies. The Mission's findi ngs are based on discussions with Government Ministries and Departments and local authorities, UN (UNHCR, UNICEF, UNDP, WHO and WFP) and bilateral agencies and NGOs based in the country and on field visits to selected areas, including household interviews. In the limited time available, field visits were made to 10 of the 12 prefectures, including all the major agricultural production areas, as well as Shkoder and Kukes in the north of the country which are those prefectures most affected by the refugee influx.

    The El Niño-related drought of 1997, was followed by late arrival of the wet season rains in 1998 which were also below normal in many areas, leading to fears of a poor wet season harvest. At the request of the Government of Cambodia, an FAO/WFP Crop and Food Supply Assessment Mission (CFSAM) visited Cambodia from 11 to 29 January 1999 to estimate the 1998/99 wet season rice harvest, forecast the dry season rice production and assess national food supply situation for 1999. The Mission rev iewed data from a special crop assessment survey undertaken earlier by the Ministry of Agriculture, Forestry and Fisheries (MAFF) in collaboration with WFP, collected information from various government departments, UN agencies, donors and NGOs at national, provincial and local levels. Field visits were made to six of the country’s 23 provinces namely, Prey Veng, Kampong Cham, Battambang, Banteay Meanchey, Takeo and Kandal, in the course of which the Mission interviewed farmers, traders (millers , wholesalers, retailers) and non-farming rural residents.
