Synopsis (short abstract) The Government of South Africa has a major holding of forest land, with a total estate covering 892,000 ha of forest and associated land. Within the state's forest holding there is a wide diversity of forest and land types including: commercial plantations and other afforested land; indigenous forests; legally protected (indigenous) forest areas; and associated bare land. This land is partly owned by the state and partly held on behalf of local communities, some of whom also have exist ing rights to use the forest land for various purposes. The Government of South Africa is planning to withdraw from direct involvement in the forest sector and is currently considering options to involve the private-sector in the management of this resource.

    Does forest tenure matter? In what way does it matter? What are the links among tenure, sustainable forest management (SFM) and poverty alleviation (PA)? This paper presents the main findings of research that was conducted by FAO and partners from the Asia Forest Partnership with the aim of analysing and understanding the role of tenure arrangements, their enabling impacts and their limitations. The paper presents a summary of different tenure instruments’ performance in supporting SFM and PA, a nd provides recommendations for more effective forest tenure systems.

    This publication is a result of a close collaboration between FAO and RECOFTC - the Centre for People and Forests. Many colleagues from both the FAO and RECOFTC as well as other training and tenure experts have provided useful comments and suggestions over the course of developing the materials. This module is designed for training involving a mix of participants interested in contributing to more effective forest tenure policy and programmes. The overall objective of the module is to enable fa cilitators of forest tenure development processes to identify the needs for strengthening forest tenure systems and governance, and to explore strategies and tools to address these needs. The module also allows space for policy dialogue with decision-makers on key forest tenure related issues.

    The range of efforts required to develop the full potential of NWFPs is wide indeed. Land-use and forest policies need to be evaluated and where necessary adapted to ensure that potential impacts on non-wood forest resources and products are taken into consideration. Increased research on the abundance, distribution, biology and ecology of non-wood forest resources is essential. Of particular importance are investigations into ways to improve the employment- and income-generating potential of NW FPs through better harvesting, storage, transport, processing, manufacturing and marketing. The articles in this issue of Unasylva explore various facets of the challenge of generating income through the sustainable management of NWFPs.
