The Ecosystem Approach to Fisheries (EAF) has been adopted by FAO as appropriate for the sustainable development and management of fisheries in the Code of Conduct for Responsible Fisheries (CCPR). In this context, FAO is implementing the project “Towards sustainable management of the Canary Current Large Marine Ecosystem (CCLME) - initial support for the implementation of the Strategic Action Program (SAP)” in the seven CCLME countries. This study aims to carry out an in-depth analysis of fisheries development and management plans for their consistency with the ecosystem approach to fisheries (EAF).The choice of small coastal pelagic fisheries, which are cross-border resources, is based on a first criterion which is the adoption of the maritime fisheries development and management plan (PAGP) by decree after technical validation with the participation of stakeholders. of the profession. Other criteria such as the importance of the small pelagic fishery for the food and nutritional security of populations also come into play. The distribution of the resource concerned between the CCLME countries and the major economic interest in additional income from the post-harvest sector and the improvement of the living conditions of coastal communities constitute complementary criteria. In Guinea, stocks of small pelagics consist mainly of ethmaloses and sardinellas. The objective assigned to the exploitation of these resources is to “maximize the benefits derived from the potential of small pelagics, while respecting the constraints imposed by environmental conditions in terms of quantities that can be fished, in order to ensure the sustainability of resource and activity”.

This report basically presents the analysis of the management plans of four fisheries selected based on criteria directly linked to the ecosystem approach to fisheries (FAO). Note that two criteria guided the choice, namely, the adoption of the plan by presidential decree as indicated on the process of developing development plans in Senegal by law 2015-18 dated July 13, 2015 and in its article 13, the distribution of the resource which is shared between member countries of the CCLME as is the case here with Serdinella, ethmalose and white shrimp. In addition to the presentation of the political and regulatory frameworks, the development plans adopted or in progress are reviewed. The plans targeted for the study are noted with the use of the IMT tool which presents the graphics, thus giving a complete snapshot of each development plan for the three components which are the capacity to achieve, ecological well-being and human well-being. An analysis of the results is carried out and recommendations for the alignment of plans with the AEP as well as for implementation are formulated. The deep-sea shrimp management plan is by far the most complete in terms of governance and implementation thanks to COSEPRO.

As part of component 2 of the MSP, the CCLME wants to provide support to the countries of the sub-region in order to enable the integration of the ecosystem approach to fisheries (EAF) in the management of national and transboundary fisheries and to promote gender equality and women's empowerment. This is why I was entrusted with carrying out, for Mauritania, an analysis of existing fisheries management or development plans and frameworks at the national and local level in order to understand the opportunities and constraints linked to their implementation and their consistency with the AEP and will have to work closely with all stakeholders, to identify what worked and what did not work in the process of developing these national plans. During the analysis process, the national expert will also identify the needs and interests of women and men and suggest the inclusion of initiatives that adequately take into account the interests and priorities of women both in the plans. national as well as in cross-border frameworks.

    Rinderpest and its eradication 2022

This book tells the story of rinderpest and its eradication. The focus is on the international coordination that came together after the Second World War in the confident belief that, with vaccines available, the eradication of rinderpest was a practical possibility. In both Africa and South Asia, beginning in the 1960s, there was an initial dramatic success through the coordinated vaccination of cattle across the continents. Unfortunately, follow-up measures could not prevent the return of epidemic rinderpest, albeit to a lesser extent. Chastened by failure, the international community refocused with renewed energy to achieve eradication. The vaccination programmes broadened to reflect a multidisciplinary approach to disease eradication. FAO and the OIE, together with international aid agencies, coordinated policy with the nation states and guided implementation of the era¬dication programmes until success was achieved.
