    There are still 2.1 billion poor people and other 767 million living in extreme poverty, most of which live in rural areas. Most of the poor live in rural areas and 95% per cent of the rural poor live in East Asia, South Asia and sub-Saharan Africa. Most of the rural poor are smallholders and family farmers, who depend on agriculture for their food and income. FAO works through a multi-dimensional approach to address the challenges that poor family farmers face in their daily lives and increase their income generating capacity. At the policy level, FAO helps countries shape poverty reduction policies and programme that improve family farmers’ participation in decision-making, increase their access to resources, financial services, markets and technologies while increasing decent employment opportunities and promoting better social protection coverage in rural areas. At the community level, FAO empowers poor family farmers to participate in policy dialogue and decision-making processes that affect their livelihoods, and improves their capacities to access resources, services, markets, technologies and economic opportunities through agricultural, organizational and entrepreneurial skills.

    Борьба с нищетой и голодом путем инвестирования в сельское хозяйство и сельские районы 2018
    Сегодня свыше 767 миллионов человек продолжают жить в условиях крайней нищеты. Примерно две трети крайне бедных слоев населения живут в сельских районах, и большинство сосредоточено в странах Африки к югу от Сахары и Южной Азии.Кроме того, прогресс в сокращении масштабов нищеты не являлся синонимом экономического и социального равенства, подтверждая, что экономический рост в последние десятилетия не был в достаточной мере инклюзивным. Например, условия жизни самых бедных слоев населения за последние тридцать лет не улучшились. Хотя неравенство между странами сократилось, возросло неравенство внутри стран между городскими и сельскими районами и между мужчинами и женщинами. В последние тридцать лет объем государственного и частного инвестирования в сельское хозяйство и развитие сельских районов оставался неизменным или снизился в большинстве развивающихся стран, особенно в Африке к югу от Сахары и Южной Азии, где наиболее распространены нищета и голод. С принятием новой Повестки дня в области устойчивого развития на период до 2030 года страны подтвердили свои обязательства бороться с нищетой, голодом и неполноценным питанием, признавая, что справедливый и устойчивый рост и структурные преобразования, в основе которых лежит принцип инклюзивности, являются ключом к достижению устойчивого развития и избавлению людей от нищеты. Таким образом, Повестка дня в области устойчивого развития на период до 2030 года представляет возможность ориентировать государственные и частные инвестиции на охват беднейших слоев населения, особенно в сельских районах развивающихся стран. Задача будет нелегкой и потребует изменить наш образ мышления и действия в отношении развития сельских районов.

    Urbanization, agrifood systems transformation and healthy diets across the rural–urban continuum

    This report provides an update on global progress towards the targets of ending hunger (SDG Target 2.1) and all forms of malnutrition (SDG Target 2.2) and estimates on the number of people who are unable to afford a healthy diet. Since its 2017 edition, this report has repeatedly highlighted that the intensification and interaction of conflict, climate extremes and economic slowdowns and downturns, combined with highly unaffordable nutritious foods and growing inequality, are pushing us off track to meet the SDG 2 targets. However, other important megatrends must also be factored into the analysis to fully understand the challenges and opportunities for meeting the SDG 2 targets. One such megatrend, and the focus of this year’s report, is urbanization. New evidence shows that food purchases in some countries are no longer high only among urban households but also among rural households. Consumption of highly processed foods is also increasing in peri-urban and rural areas of some countries. These changes are affecting people’s food security and nutrition in ways that differ depending on where they live across the rural–urban continuum. This timely and relevant theme is aligned with the United Nations General Assembly-endorsed New Urban Agenda, and the report provides recommendations on the policies, investments and actions needed to address the challenges of agrifood systems transformation under urbanization and to enable opportunities for ensuring access to affordable healthy diets for everyone.

    This report illustrates the food loss assessment studies undertaken along the maize, sunflower and beans supply chains in Uganda in 2015-16 and 2016-17. They aimed to identify the critical loss points in the selected supply chains, the key stages at which food losses occur, why they occur, the extent and impact of food losses and the economic, social and environmental implications of the food losses. Furthermore, these studies also evaluated the feasibility of potential interventions to reduce food losses and waste.
