Synopsis (short abstract) The Value Chain Assessment (VCA) of the fisheries sector for Rodrigues aims at examining the existing value chains and analysing the opportunities and constraints for its future development. Value chains help to maximise revenue flow in the fisheries sector through judicious utilization of scarce resources, processing, value addition, efficient marketing and distribution. In Rodrigues fishing has evolved over time from subsistence to commercial fisheries in an opportunist way in the absence of t he basic infrastructural, extension and marketing facilities. Consequently the existing value chains of the local and regional (Mauritian) markets are either marginal or exhausted. Intensive fishing and overcapitalisation in the lagoon has led to the depletion of the sedentary fish stocks and damages to marine ecosystems. Open access, or the inexistence of a management framework, has contributed to impoverishment of local fisher folks. Paradoxically there are significant untapped fish stocks in the off-lagoon and deep-sea areas around the island that can lift up the fisheries sector as a major cluster of the regional economy. It is recommended to chart out an integrated action plan to marshal the development of extended artisanal and small scale fisheries with due emphasis on export oriented value chains.

    The mangrove crab fishery (Scylla scerrata) in Madagascar is an exclusively traditional fishing activity. Crab fishers walk or canoe through the mangroves and use very simple techniques and fishing gear such as a line or a hook mounted on a stick. It is estimated that about 80,000 people are involved in fishing and collecting mangrove crabs in Madagascar. Fishing and landing sites are often very difficult to access, and storage and transport facilities are very rudimentary: this is a sector that has significant post-harvest losses. In recent years, some mangrove areas – those most easily accessible - have already been over-exploited, resulting in a reduction in the average size of crabs caught.

    This is a weighty report of formidable bulk and understandably so. Rarely has a Workshop in Bangladesh or anywhere else been so comprehensive in mandate or assembled such an array of fisheries expertise. Why was the workshop held? Quite simply, to give effect to Bangladesh's vision of fisheries development and management, set forth in its Perspective Development Plan for 1995-2010. That plan seeks to increase production of fish, manage and conserve fisheries resources for present and futur e generations, encourage private enterprise, increase overall economic growth, and generate employment and incomes, particularly for the rural poor and unemployed youth. These are comprehensive goals, and call for clear guidelines and strategies to address the problems and concerns of fisheries. The National Workshop on Fisheries Resources Development and Management, in Bangladesh, held 29 October-1 November, 1995, in Dhaka, sought to evolve such guidelines and strategies. The Worksh op's recommendations are wide-ranging. They relate to the management of inland fisheries, brackishwater and marine fisheries resources; the management needs of freshwater, marine and brackishwater aquaculture; integrated management of land and water; financing of all these sectors; the legal framework for fishing community development and management; the marketing of fish and fish products. In sum, the Workshop (sponsored jointly by the FAO through BOBP, and the ODA) left nothing uncovered or untouched. The report of this Workshop should therefore be a valuable document - for research and reference, and for the needs of everyone who is concerned with fisheries development and management in Bangladesh.
