No results found.The Republic of the Gambia has emphasized the importance of the agriculture and natural resources ( sector in an effort to improve its performance and to enable it to contribute meaningfully to achieving the targets of the National Development Plan ( and other priority policy frameworks The human resources gap within the MoA was identified as the biggest challenge faced by the Ministry The Ministry of Finance and development partners had raised issues with the MoA with regard to its capacities to provide services and produce products for upstream work (e g planning and programming, crop and livestock production, and productivity) in the sector The MoA acknowledged the existence of serious functional and operational problems within the Ministry that inhibited its ability to meet the goals and objectives of the ANR sector Key issues that needed to be addressed were human resources mapping and capacity development within the Planning Services Unit FAO assistance was requested in this regard. -

No results found.The EU-funded project aimed to strengthen institutions and capacities for strategic decision-making, planning, regulation, quality control and management in the food and agriculture sectors, including livestock. The evaluation found that the project was well aligned with the needs and priorities of national stakeholders, with FAO’s strategic objectives and with community beneficiaries. Several strategies, assessments and policy papers were developed, pilot initiatives were started, the Ministry of Agriculture was sensitized to reform processes and its changing role in the context of a market economy. Furthermore, capacities for delivering animal health services have improved considerably and are used. The project managed to navigate across institutional changes, although it suffered from delays that impeded the complete implementation of the pilot initiatives on agrarian reform. Acknowledging FAO’s comparative advantage in assisting the initiation of agrarian reform, the evaluation makes a number of recommendations for a successful policy reform, which include continuing to work closely with all involved ministries and stakeholders at all levels, to guide and steer the process from the start through endorsement; alongside a systematic approach to capacity building and training for involved ministries. -

No results found.The first systematic effort towards human capacity development at regional level for strengthening implementation of port State measures to combat IUU fishing was initiated under the Training and Awareness Component of the FAO Fish Code Programme in 2006. Since then, the initiative has received additional external support and forged partnerships with key regional organizations to coordinate workshops to develop national capacity.
