Synopsis (short abstract) The FAO Regional Office for Europe and Central Asia (FAO REU), with the support of the European Institute for Gender Equality (EIGE), convened the high-level Regional Conference Promoting socially inclusive rural development in Europe and Central Asia: Action for the 2030 Agenda. The conference took place in Vilnius, Lithuania, in the premises of the EIGE, on 30 January 2017 and was followed by technical meetings on 31 January and 01 February 2017. This conference provided an interactive platfo rm to strengthen strategic partnerships and joint learning for achieving the 2030 Agenda for Sustainable Development. More than 60 participants from more than 20 countries of the region, representing governments, international organizations, civil society, academia and private sector worked together for three days, analysing main challenges and exchanging best practices in integrating gender equality issues into rural development. The Joint Call for Action presented here is the main outcome of the conference and provides clear and concise recommendations for governments, civil society and FAO in addressing gender concerns to achieve sustainable agriculture and rural development, food security and nutrition goals, so the 2030 Agenda can be fully implemented.

FAO’s Strategic Framework (2022–2031) envisages the transformation to more efficient, inclusive, resilient, and sustainable agrifood systems for better production, better nutrition, a better environment, and a better life, leaving no one behind. In this scope, FAO promotes inclusive economic growth by reducing inequalities between urban and rural areas, rich and poor countries, men and women to attain a better life for all. This report analyses the specific risks and vulnerabilities faced by rural populations in Europe and Central Asia. It highlights the gaps and barriers concerning social protection in the region, which present challenges for addressing the specific vulnerabilities of rural populations and helping them to better manage risks. The report discusses how social protection programmes should be designed and financed to contribute to more inclusive rural transformation processes, improved nutrition and dietary outcomes, women’s empowerment, and other social issues such as child labour. In this scope, the report specifies key entry points for FAO to improve social protection for rural populations in the region. The report concludes that, especially in the post-pandemic period, expanding the coverage, adequacy and comprehensiveness of social protection for rural populations is key to addressing food security and nutrition, rural poverty, developing agriculture, and building resilient and sustainable food systems in Europe and Central Asia.

This publication is a compendium of the main outcomes of the online stakeholder dialogue organized by the project “Developing Capacity for Strengthening Food Security and Nutrition in Selected Countries in the Caucasus and Central Asia”, funded by the Russian Federation, in collaboration with the Global Forum on Food Security and Nutrition (FSN Forum). The publication presents an overview of the multiple topics that were discussed from 2017 onwards and provides the reader with a brief introduction to the main ideas and conclusions that emerged during these online consultations. In addition, this publication includes a series of short case studies that highlight good practices and lessons learned from school food and nutrition programmes and from the implementation of food security and nutrition policies in Europe, the Caucasus and Central Asia. This publication provides an entry point to the current thinking on the topics covered and allows reader to learn from what initiatives, project and actives are presently being implemented.
