Synopsis (short abstract) The Plant Protection Agreement for Asia and the Pacific Region is an intergovernmental treaty administered by the Asia and Pacific Plant Protection Commission (APPPC). At its 84th session the FAO Council approved a number of amendments to the Agreement to introduce mandatory contributions for the contracting governments. These amendments entered into force in September 2009 after acceptance by two-thirds of the contracting governments. Pursuant to the articles of the Agreement, the Asia and Paci fic Plant Protection Commission adopted its rules of procedure and financial rules at its 26th session (August-September 2009). These rules are presented in this document. It is expected that the rules will strengthen the Asia and Pacific Plant Protection Commission in progress towards plant protection in the region including plant quarantine and pest and pesticide management.

    The Asia-Pacific Plant Protection Commission (APPPC) coordinates and supports plant protection activities in the region with a strong information exchange programme, a regional standard development programme, regional pesticide programmes, and input into setting international standards. It also takes a leadership role in integrated pest management (IPM) programmes and builds local capacities in member countries. This reports reviews activities of APPPC over the last biennium and recaps projects in the area of plant protection in the region. It addresses challenges and gives special emphasis to the recent incursion of Fall Armyworm (FAW) in the region.

    This publication reports on the twenty-ninth session of the Asia and Pacific Plant Protection Commission (APPPC) convened in Bali, Indonesia from 7 to 11 September 2015. The session reviewed the body’s work carried out during the previous biennium, including cooperation with counterpart organizations, and the overall plant protection situation at national and regional levels. The session reported on progress in the region in information exchange, plant quarantine, integrated pest management and pesticide management. Work for the 2016-17 biennium includes pest surveillance activities, a pilot project on e-Phyto, a regional standard for phytosanitary measures (RSPM) for fruit flies in mangoes, additional projects on South American leaf blight and a workshop on illegal pesticides, among others. Country reports on significant developments in plant protection since 2013 are included in the document.
