Synopsis (short abstract) The increase in commercial fisheries production over the last 50 years has been accompanied by an increase in the level of incidental catch and discarding of a number of species. Approximately one quarter of the marine commercial catch destined for human consumption is discarded at sea. This has raised the concern of a number of groups in society, including environmentalists, humanitarians and fishers themselves. In this paper, the economic incentives to discard fish are examined. The effects of different managemenet policies on these incentives are also investigated. The concept of an optimal level of discarding is discussed taking into account the externalities that can be created by discarding. Finally, the effectiveness of various measures to reduce the level of discarding is reviewed. these including technical, administrative and economic measures.

    Public awareness and concern over the environmental impact of food production and security is rising rapidly. Whether real or perceived, scientifically justified or completely false, these perceptions can shape fisheries by influencing marketing, demand and product flow. In the fisheries sector, impacts can include overexploitation of both target and non-target stocks, damage caused to the environment by lost or discarded fishing gear, “ghost fishing” and pollution caused by discards, as well as the “carbon footprint” of fishing and baiting operations. The most recent estimates of non-target, associated and dependent species (NTAD) taken by global fisheries is of 7.3 million tonnes annually, 63% of which results from trawl fisheries with only 5% of the total from all tuna fisheries combined.

    These International Guidelines on Bycatch Management and Reduction of Discards were developed through a participatory process involving fisheries experts, fishery managers from governments, the fishing industry, academia and non-governmental and intergovernmental organizations. The guidelines are designed to provide guidance on management factors ranging from an appropriate regulatory framework to the components of a good data collection programme, and include the identification of key management considerations and measures necessary to ensure the conservation of target and non-target species, as well as affected habitats. These guidelines are voluntary and constitute an instrument of reference to help States and RFMO/As in formulating and implementing appropriate measures for the management of bycatch and reduction of discards in all fisheries and regions of the world.

    This document contains the report of the Technical Consultation to Develop International Guidelines on Bycatch Management and Reduction of Discards held in Rome, Italy, 6–10 December 2010. The Consultation was convened by the Director-General of the Food and Agriculture Organization of the United Nations upon the recommendation of the Twenty-eighth Session of the FAO Committee on Fisheries. The Technical Consultation finalized the draft text on International Guidelines on Bycatch Manag ement and Reduction of Discards on 10 December 2010. The Consultation was funded by the Government of Norway and the FAO Regular Programme.
