Synopsis (short abstract) Illegal, unreported and unregulated (IUU) fishing remains one of the greatest threats to aquatic ecosystems, undermining national and regional efforts to manage fisheries sustainably and conserve aquatic biodiversity. In 2003 it was estimated that the lower and upper estimates of the total value of IUU fishing worldwide were between $10bn and $23bn annually, representing between 11.06 and 25.91 million tonnes of fish. Recognizing that it is now over ten years since the original study, the magni tude and characteristics of IUU fishing are likely to have changed significantly. Accordingly, a new estimate of IUU fishing involving FAO is timely. Within this context, FAO convened an expert workshop to consider approaches to developing a robust methodology to estimate IUU fishing globally. The workshop was held in Borgo di Tragliata, Rome, from 2-4 February 2015 and was attended by key experts in their individual capacity. The main conclusions include the role of FAO to coordinate a global estimate of IUU fishing, through actions proposed including inter alia: i) FAO to prepare a report titled ‘A study of studies on IUU fishing estimation’, and to draft ‘technical guidelines to estimate IUU fishing’, and; ii) to further consider how the above actions could be combined to develop a global estimate of IUU fishing.

    This document contains the Report of, and papers presented at, the Expert Consultation on Illegal, Unreported and Unregulated Fishing which was held in Sydney, Australia, from 15 to 19 May 2000. The Consultation was organized by the Government of Australia in cooperation with FAO. Selected experts were invited to prepare papers as background documents to assist the work of the Consultation. These experts were also invited to prepare text for the preliminary draft of the international plan of act ion to combat illegal, unreported and unregulated (IUU) fishing. The preliminary draft international plan of action elaborated by the experts is appended to the Report of the Consultation. This preliminary draft formed the basis for initial discussions at the Technical Consultation on Illegal, Unreported and Unregulated Fishing which was held at FAO Headquarters, Rome, from 2 to 6 October 2000.

    This document contains the report of the Expert Consultation on Fishing Vessels Operating under Open Registries and their Impact on Illegal, Unreported and Unregulated Fishing that was held at at the Southeast Fisheries Science Center, National Marine Fisheries Service, National Oceanic and Atmospheric Administration in Miami, Florida, United States of America, from 23–25 September 2003. The Expert Consultation was convened by the Director-General of FAO with a view to facilitating the implemen tation of the 2001 FAO International Plan of Action to Deter, Prevent and Eliminate Illegal, Unreported and Unregulated Fishing (IPOA-IUU). Experts for this Consultation were selected because of their experience with open registries and in the field of fisheries. The Experts focused on the effects of IUU fishing on global fishery resources and on lessons that might be learned from the experiences of flag States that have already implemented tighter control over the activities of their fishi ng vessels. Background papers and three case studies from selected open registry countries were presented. A round table discussion following the presentations led to the adoption of a number of recommendations for more effective application of flag State control over fishing vessels, particularly those operating under open registries, as a means to reduce the incidence of IUU fishing. These recommendations identified measures to be adopted by all States, flag States, coastal States and port Sta tes, as well as for assistance to developing States. Results of the Expert Consultation are intended to provide inputs for a Technical Consultation on IUU fishing, fleet capacity and subsidies that is planned for June 2004, in accordance with a decision of the twenty-fifth session of the Committee on Fisheries (COFI) in February 2003.

    This document contains the report of the first meeting of the Ad Hoc Working Group (Part 6 Working Group) established by the Parties to the Agreement on Port State Measures to Prevent, Deter and Eliminate Illegal, Unreported and Unregulated Fishing, held in Oslo, Norway, from 1 to 2 June 2017. The Part 6 Working Group discussed the main requirements and priorities of developing States in the implementation of the Agreement and recommended that support should consider legal and policy aspects, in stitutional set-up and capacity, and operations and procedures. It recognized that assistance should be tailored to accommodate the specific needs of countries and regions, and highlighted the importance of linking individual and institutional capacity building. The important support that existing regional fisheries management organization (RFMO) mechanisms can provide in delivering assistance to developing States Parties was recognized. The Part 6 Working Group agreed on draft Terms of Referenc e for the funding mechanisms to assist developing States Parties to be considered by the Parties at their next meeting. It was agreed that funding mechanisms shall include contribution schemes toward an Assistance Fund, including for projects in support of the implementation of the Agreement. The important linkage between activities supported by the Assistance Fund and FAO’s global capacity development programme in support of the Agreement and complementary instruments was emphasized.
