This document contains the report of the Expert Consultation on Fishing Vessels Operating under Open Registries and their Impact on Illegal, Unreported and Unregulated Fishing that was held at at the Southeast Fisheries Science Center, National Marine Fisheries Service, National Oceanic and Atmospheric Administration in Miami, Florida, United States of America, from 23–25 September 2003. The Expert Consultation was convened by the Director-General of FAO with a view to facilitating the implemen tation of the 2001 FAO International Plan of Action to Deter, Prevent and Eliminate Illegal, Unreported and Unregulated Fishing (IPOA-IUU). Experts for this Consultation were selected because of their experience with open registries and in the field of fisheries. The Experts focused on the effects of IUU fishing on global fishery resources and on lessons that might be learned from the experiences of flag States that have already implemented tighter control over the activities of their fishi ng vessels. Background papers and three case studies from selected open registry countries were presented. A round table discussion following the presentations led to the adoption of a number of recommendations for more effective application of flag State control over fishing vessels, particularly those operating under open registries, as a means to reduce the incidence of IUU fishing. These recommendations identified measures to be adopted by all States, flag States, coastal States and port Sta tes, as well as for assistance to developing States. Results of the Expert Consultation are intended to provide inputs for a Technical Consultation on IUU fishing, fleet capacity and subsidies that is planned for June 2004, in accordance with a decision of the twenty-fifth session of the Committee on Fisheries (COFI) in February 2003. -
Book (stand-alone)Report of the first meeting of the Ad Hoc Working Group established by the Parties to the Agreement on Port State Measures to Prevent, Deter and Eliminate Illegal, Unreported and Unregulated Fishing, Oslo, Norway, 1-2 June 2017 2017This document contains the report of the first meeting of the Ad Hoc Working Group (Part 6 Working Group) established by the Parties to the Agreement on Port State Measures to Prevent, Deter and Eliminate Illegal, Unreported and Unregulated Fishing, held in Oslo, Norway, from 1 to 2 June 2017. The Part 6 Working Group discussed the main requirements and priorities of developing States in the implementation of the Agreement and recommended that support should consider legal and policy aspects, in stitutional set-up and capacity, and operations and procedures. It recognized that assistance should be tailored to accommodate the specific needs of countries and regions, and highlighted the importance of linking individual and institutional capacity building. The important support that existing regional fisheries management organization (RFMO) mechanisms can provide in delivering assistance to developing States Parties was recognized. The Part 6 Working Group agreed on draft Terms of Referenc e for the funding mechanisms to assist developing States Parties to be considered by the Parties at their next meeting. It was agreed that funding mechanisms shall include contribution schemes toward an Assistance Fund, including for projects in support of the implementation of the Agreement. The important linkage between activities supported by the Assistance Fund and FAO’s global capacity development programme in support of the Agreement and complementary instruments was emphasized.

No results found.The fourth meeting of the Regional Working Group on Illegal, Unreported and Unregulated (IUU) Fishing, was held virtually from 8 to 9 September 2020. The Regional Working Group on Illegal, Unreported and Unregulated (RWG-IUU) Fishing is a joint working group of the Western Central Atlantic Fishery Commission (WECAFC), the Caribbean Regional Fisheries Mechanism (CRFM), and Organization for Fisheries and Aquaculture of Central America (OSPESCA). At the meeting, the attendants provided updates on the implementation of the RWG-IUU work plan for 2019–2020 and their efforts in implementing the relevant recommendations that were endorsed at the 17th Session of WECAFC in July 2019. Participants were also informed of the developments at the global and regional levels in the implementation of the Port States Measures Agreement (PSMA) and complementing instruments. La cuarta reunión (virtual) del Grupo de trabajo regional sobre la pesca ilegal, no declarada y no reglamentada (pesca INDNR), tuvo lugar del 8 al 9 de septiembre de 2020. El Grupo de trabajo regional sobre la pesca ilegal, no declarada y no reglamentada (GTR-INDNR) es un grupo conjunto de la Comisión de Pesca para el Atlántico Centro-Occidental (COPACO), el Mecanismo Regional de Pesca del Caribe (CRFM) y la Organización del Sector Pesquero y Acuícola del Istmo Centroamericano (OSPESCA). En la reunión, los asistentes proporcionaron información actualizada sobre la aplicación del plan de trabajo del GTR-INDNR para 2019-2020 y sus esfuerzos en implementar las recomendaciones pertinentes que fueron aprobadas en la decimoséptima sesión de la COPACO en julio de 2019.
