    This is a general project leaflet containing key factual information and short background about the objectives and outputs of the project ‘’Enhancing Land Consolidation in North Macedonia’’ - a follow-up initiative of the successful "Mainstreaming of the National Land Consolidation Programme" (MAINLAND) project. Building directly on the results of the MAINLAND project, this project assists the Ministry of Agriculture, Forestry and Water Economy to further enhance land consolidation in North Macedonia by improving the national policy, institutional and regulatory framework on land consolidation (including the development of a new National Strategy for Land Consolidation for the period 2022-2030 with an Action Plan) and the full-fledged implementation of land consolidation projects in two project areas - Dabjani (Municipality of Dolneni) and Chiflik (Municipality of Chesinovo-Obleshevo), combined with construction of agricultural infrastructure. The Project budget is EUR 1.2 million, financed from the European Union Instrument for Pre-accession Assistance (IPA II) 2019 (EUR 1 million) and a FAO contribution (EUR 0.2 million). The project will be implemented over a period of 42 months, starting from August 2022 until January 2026.

    The country level guideline’s aim is to provide practical guidance to notaries when handling issues pertaining to gender sensitive property transactions. The purpose of the national guidelines is to help notaries and other legal professions to mitigate the effects of gender discrimination through the services that they provide across the country, raise awareness on women’s rights, and anticipate any risks that might occur in the enjoyment of property rights by women. Целта на националните упатства е да обезбедат практични насоки за нотарите при решавање на предмети што се однесуваат на родово чувствителни имотни трансакции. Целта на националните упатства е да им се помогне на нотарите и другите правни професии да ги ублажат ефектите од родова дискриминација преку услугите што ги даваат низ целата земја, да ја подигне свеста за правата на жените и да ги предвиди ризиците што можат да се појават во уживањето на имотните права од страна на жените.

    Lessons learned from the introduction of land consolidation in North Macedonia during 2014–2023 2023

    Since 2014, North Macedonia has developed into the flagship country for FAO support to land consolidation in Europe and Central Asia. The first small technical assistance project began in 2014. During 2017–2022, support to the national land consolidation programme was scaled up with European Union IPA funding through the FAO-implemented MAINLAND project. In August 2022, a second EU IPA-funded and FAO-implemented project “Enhancing land consolidation in North Macedonia” was launched and will continue until 2026 in close collaboration with the Ministry of Agriculture, Forestry and Water Economy. From the beginning, the Government of North Macedonia’s vision has been to build up and implement a fully operational national land consolidation programme. In addition to the mentioned core land consolidation activities and projects, FAO has in North Macedonia in the same period provided technical assistance to a number of land policy-related activities, including to the privatization of state-owned agricultural land, addressing land abandonment and supporting the development of agricultural land markets. This publication aims to document the lessons learned from the introduction of a land consolidation instrument in North Macedonia during the period 2014–2023. The purpose is to share the experiences with land consolidation, which will also be of great relevance for other countries in Europe and Central Asia and beyond that are in the process of introducing land management instruments such as land consolidation and land banking. The structural problems in agriculture with small average farm sizes, excessive land fragmentation, water scarcity, need for modern irrigation systems and weak agricultural land markets are also present in several countries in North Africa, the Near East and South East Asia. In some of these countries, there is also an increased interest in the introduction of land consolidation instruments.
