It points out that responsible governance of land requires the adoption of human rights-based approach in order to develop coherent and long term solutions to improve people’s livelihoods. The document presents the legal implications of the right to food at national level and provides a series of examples on the implementation of human rights principl es and obligations into land tenure systems, policies, and institutional frameworks. Presented as a background document for the Latin America Regional Consultation Meeting for the elaboration of the Voluntary Guidelines on Responsible Governance on Tenure of Land and Natural Resources, it aims to encourage discussion and further analysis on the issues presented. -

Such rights relate to what are arguably the most important natural resources of the modern nation-state. Land, in the form of territory, is a pre-requisite for a state’s existence while freshwater is a pre-requisite for life. The relationship between these two resources is of equal significance. Water is necessary for most productive uses of land. In a growing number of countries with arid climates the main constraint to agricultural growth is the availability of water rather than land. To ensure sustainability, the need for an integrated approach to the use and management of these resources is increasingly recognised. -

The report identifies a number of recommendations revolving around awareness creation (community sensitization) by non-governmental organizations to enlighten the communities about their rights and the importance of adhering to constitutional principles such as participation and consultation. Other recommended interventions include proper land use planning, the formation of group ranches for th e sustainable management of resources, exposure visits to other communities to exchange ideas on how to move forward on the women’s land rights agenda, synergies with relevant offices in the county government, and working with religious leaders and organizations to advocate for women’s/youth’s rights.
