Final evaluation of the project National Food Security Information System in Kyrgyzstan










The “Food Security Information System Project” was originally designed by the Food and Agriculture Organization of the United Nations (FAO) in 2010 in close cooperation with the Ministry of Agriculture and Melioration (MoAM), Ministry of Economic and Antimonopoly Policy, National Statistical Committee (NSC) and Agency for Hydro Meteorology (Hydromet). The main objective is to increase the use of information on food security and to improve related policies in Kyrgyzstan. The project was funded by the European Union (EU) and implemented by FAO.

This final evaluation aims to provide a critical analysis and key recommendations to improve the sustainability of the existing system and to inform the development of future projects. The methodology includes a review of existing technical and financial documents, and interviews with the main stakeholders. One field visit was made to review the Hydromet remote system, including trips to several oblasts to assess the efficiency of different devices as compared with the previous practices.

    The report explicitly explains the observations and thoughts of the Evaluation Team (ET) particularly summarizing important points from project design to the sustainability of NIEWS, particularly the emphasis on the institutional set-up of the project that was rated as well conceived, as it promoted the ownership of NIEWS by MAF. Recommendations were provided for every category, although some were overlapping that will guide follow-up or future actions on NIEWS. Given a very short visit the ET w as able to analyze and capture project progress and clearly pointed out the important achievements of the NIEWS, despite the challenges encountered during project implementation.

    The project "Emergency response and support to vulnerable populations in at-risk areas of Burkina Faso" is financed by the Swedish International Development Agency. FAO implemented the project in partnership with the Government of Burkina Faso through the Ministry for Agriculture, Hydro-agricultural Development and Mechanisation. The project seeks to improve vulnerable populations’ access to food and to means of food production. This first phase of the evaluation focused on suggesting improvements to the project over the rest of its implementation period, and more particularly improvements as pertaining to relevance, efficiency and efficacy of the project. The implementation of these recommendations should allow the project and more generally FAO, the FAO Office in Burkina Faso and the Government, to close a project that has achieved its objectives

    La pêche côtière en Afrique de l’Ouest est essentielle pour fournir nourriture et emplois, appuyer les moyens d’existence des hommes et des femmes et générer des revenus. L’objectif général du projet « Offrir des avantages environnementaux, sociaux et économiques durables en Afrique de l’Ouest grâce à une bonne gouvernance, des incitations correctes et l’innovation » est de renforcer la gouvernance, la gestion et les chaînes de valeur par la mise en œuvre d’une approche écosystémique des pêches, d’outils internationaux pertinents et de partenariats innovants en matière de gouvernance en Côte d’Ivoire, au Cabo Verde et au Sénégal. Dans l'ensemble, l'évaluation à mi-parcours a donné une note « relativement satisfaisante » au projet. L’évaluation a recommandé des améliorations particulièrement concernant : la stratégie de recrutement et d’organisation du personnel, le co-financement, le cadre de résultats, et le suivi des activités. La version en langue originale du rapport (en français) prévaut sur la traduction (en anglais).
