Synopsis (short abstract) This publication contains the findings of the National Training Workshop on Integrating Woodfuel Production and Marketing in Forest, Agriculture and Tree Production Systems. This workshop was conducted by the Forest Management Bureau of the Department of Environment and Natural Resources (FMB-DENR) in the Philippines with assistance from RWEDP and held in Baguio City, Philippines 29-31 July 1997. The production and marketing of woodfuels depend on a variety of conditions which can differ su bstantially throughout the regions of Asia. The training workshop in Baguio reviewed several important aspects of the production and marketing of woodfuels in the Philippines.

    The national training course on "Woodfuel Production and Marketing in Forest, Agriculture and Tree Production Systems" was organised by the Forest Science Institute of Vietnam (FSIV) in collaboration with RWEDP in April 1996 in Hanoi. The course was a follow-up of the sub-regional training course on woodfuel production held in Indonesia in 1995. The course brought together representatives of energy and forestry agencies to review problems related to the production, marketing and use of biom ass energy in Vietnam. The participants also received guidelines for formulating and implementing wood energy programmes, not only in the energy and forestry sectors, but also in sectors concerned with agriculture and rural development. The report contains English summaries of the papers orginally presented in Vietnamese. They discuss the assessment of wood energy supply and marketing in Vietnam, the use of biomass energy for residential and industrial purposes, and economic aspects.

    Woodfuel-related issues in the Philippines are complex and they present policy makers with major challenges because they are associated with a range of problems, particularly involving small farmers, and the landless poor. At the same time, however, the potential of wood energy extends beyond subsistence, providing sound and viable options for modern development and energy applications. The central questions are then: to what extent and in what manner can woodfuel be subject to policy making? Wh o should make the policies? Whose priorities should they be based on? RWEDP along with the expertise of the College of Forestry and Natural Resources (CFNR), UPLB have made a critical analysis of the wood energy sector and identified the major woodfuel concerns in the Philippines. These include concerns related to supply sources, government policies and programmes, the role of NGOs and the private sector, and economic aspects of wood energy development. These concerns plus numerous recommen dations to address the identified issues are included in this document.

    This publication on Woodfuel Production and Marketing in Bhutan is a report of the National Workshop on Integrating Woodfuel Production and Marketing into Forest, Agriculture and Tree Production Systems in Bhutan, sponsored by RWEDP. The workshop was hosted in Thimpu by the Forestry Services Division (FSD) of the Ministry of Agriculture. The report addresses important issues related to woodfuel production, marketing and utilization in Bhutan, which were discussed in-depth by the experts from gov ernment agencies, selected industries and NGO's. Recommendations designed to further strengthen the wood energy sector were an important outcome of the workshop and are included in this report.
