Synopsis (short abstract) This terminal evaluation reviews the "Agriculture for Economic Growth and Food Security/Nutrition to mitigate migration flows” project. The objective of the project was to “Contribute to inclusive and equitable sustainable growth in the agricultural sector and reduce food insecurity and malnutrition to mitigate migration flows to Europe”. The project was pivotal in supporting the first-ever key policies such as the National Cooperative Policy which was a necessity in the agriculture sector and laid the foundation for the development of strong policies and strategic plans (the national extension policy, the national seed policy) that enhanced the institutional capacities. FAO reinforced the national capacities by supporting institutions at all levels, including capacity development, to prepare, implement, monitor, and evaluate evidence-based policies and programmes, and leverage investments. The project enhanced the participation of various agriculture value chain actors that contributed to the structuring of the value chain system to make it more responsive.

    The evaluation project “Adapting Agriculture to Climate Change in the Gambia (GCP/GAM/033/LDF)” found that it was, generally, satisfactorily implemented to achieve its objective to “To strengthen diversified and sustainable livelihood strategies for reducing the impacts of climate variability and change in agriculture and livestock sector”. However, implementation in the livestock sector faced challenges, including the COVID-19 pandemic and cumbersome procurement processes among others. The project built capacities of implementing partner institutions, CSOs and farmer-based organizations, and supported the establishment of vegetable gardens for increased income and nutrition security of beneficiary communities. The planned animal drinking points, if successfully implemented, will facilitate watering of animals, thereby increasing their production and productivity. Other established schemes like beekeeping, poultry and small ruminants will also contribute to increasing beneficiary income-earning capacities. Additionally, the upgrading of the National Environment Agency (NEA) Lab and training of staff has positioned the agency to contribute towards addressing climate change issues.

    Evaluation of the project “Food and Nutrition Security Resilience Programme: Building food system resilience in protracted crises”

    The FAO's "Food and Nutrition Security Resilience Programme (FNS-REPRO)" aimed to build food system resilience in crisis-affected areas of Sudan (Darfur), Somaliland, and South Sudan from 2019 to 2024, with a budget of USD 28 million. This evaluation assessed the program's relevance, approach, and impact on rural food security, nutrition, and resilience. Using mixed methods, including over 100 interviews, 20 focus group discussions, and field visits, the evaluation revealed FNS-REPRO's innovative approach to addressing conflict and food insecurity by upgrading food systems along value chains. Despite its novel design, the program lacked coherence between components, such as integrating nutrition capacity-building with agricultural value chains. Significant improvements were noted in agricultural income, natural resource management, conflict management, and women's engagement. However, the absence of local private sector partnerships posed a sustainability risk. The evaluation provided eight recommendations to enhance future programs, emphasizing comprehensive value chain support, local partnerships, peacebuilding funding, and community-based monitoring.

    Evaluation of the project “Improving Food Security and Nutrition in the Gambia through Food Fortification”

    This European Union-funded project aimed to improve the nutritional and health status of vulnerable populations suffering from micronutrient deficiencies, particularly women, girls and children, in the Central River Region and the North Bank Region of the Gambia. The evaluation found that the project was relevant as it addressed undernutrition through industrial and biofortification of foods, a globally accepted approach and a cost-effective way to help improve vitamin mineral status. Further, the project helped to strengthen national capacities of key national institutions. The project was also instrumental in influencing policy formulation on industrial and biofortification and establishing intersectoral coordination. The evaluation makes a number of recommendations, which include continuation of strengthening operational and technical capacity in the Gambia on industrial and biofortification, and increased investment in food fortification programming, given its high relevance as a tool to combat challenges of malnutrition in the Gambia.
