    This document consists of three parts. Part I contains the proceedings of the two workshops, including lists of participants and the results of stock assessments by country and/or subregion made during the two workshops. Part II contains a combination of edited national reports in the original language, as presented at the two workshops on the spiny lobster fisheries in the Bahamas, Belize, Bermuda, Brazil, Colombia, Cuba, the Dominican Republic, Honduras, Jamaica, Mexico, Nicaragua, Saint L ucia, the USA and Venezuela. It also contains a combined list of all references of Parts I and II. Part III contains nine notes on stock assessment methods applicable to resources of spiny lobsters.

    The second meeting of the CFMC/OSPESCA/WECAFC/CRFM Working Group on Queen Conch was held in Panama City, Panama, from 18 to 20 November 2014. The meeting followed up on decisions by the sixteenth meeting of the Conference of Parties of the Convention on International Trade in Endangered Species of Wild Fauna and Flora (CITES) and a recommendation from the fifteenth session of the Western Central Atlantic Fishery Commission (WECAFC). The meeting reviewed a draft Regional Queen Conch Management an d Conservation Plan with 26 potential fisheries management measures, and determined which measures will contribute most to the sustainability of the stocks and livelihoods of those involved in queen conch fisheries in the region. The meeting reached expert agreement on the use of regional harmonized conversion factors for the various degrees of processing of conch meat and on a format for non-detriment findings (NDFs) assessments. The meeting also updated the Terms of Reference of the Working Gr oup and prepared a new work plan. The conclusions and draft recommendation from the Working Group will be reviewed by the Scientific Advisory Group and forwarded to the sixteenth session of WECAFC and important meetings of partner agencies for their endorsement. The working group meeting was attended by 55 fisheries and CITES authority delegates from 22 countries and territories. The meeting was facilitated by the Caribbean Fisheries Management Council, CITES and FAO.

    The meeting recommended that technical management measures be embedded in a broad regional management plan addressing ecological, social and institutional issues for adoption at the sixteenth session of the Western Central Atlantic Fishery Commission. The meeting was in favour of standardizing available data and information for joint assessment and comparison purposes. Joint regional assessments should be made through OSPESCA, CRFM and WECAFC, and could be led by the countries who volunteered to carry out this task. The Terms of Reference for the Working Group were discussed and updated, and a Convener for the Working Group was elected. La primera reunión del Grupo de Trabajo de OSPESCA/COPACO/CRFM/CFMC sobre la langosta espinosa del Caribe tuvo lugar en la Ciudad de Panamá, Panamá, del 21 al 23 de octubre de 2014. Se recopiló y revisó los datos de captura y esfuerzo nacionales, las metodologías de evaluación de las poblaciones y las medidas de gestión para la langosta espinosa del Caribe. Las presentaciones de los países y el informe de la FAO/CRFM presentados, proporcionaron contribuciones importantes a esta discusión. La reunión notó una mejora global en la recopilación y la gestión de datos, y actualmente la mayoría de países tienen la capacidad de llevar a cabo evaluaciones de las poblaciones. El estado de las poblaciones segun parece ha mejorado en comparación con 2006Sin embargo, los tomadores de decisiones y hacedores de políticas pesqueras fueron instadas a tomar acción concreta para mejorar más las prácticas de ordenamiento a lo largo de la región.
