Synopsis (short abstract) One of the main goals for the Government of Azerbaijanis to reduce dependence of its economy on oil and ensurethe expansion of economic development to rural areas. The agricultural sector is one of the priority areas to bedeveloped in order to diversify the economy. As the thirdlargest sector in Azerbaijan’s economy, following the oiland construction sectors, agriculture has the highestshare in employment, as well as a huge influence in termsof reducing rural poverty.Excessive land fragmentation and small/average farm sizes represent one of the structural problems impeding development and full capitalization of the agricultural sector’s potential. As a result of the land reformcompleted in 2004, when 869 000 rural families were eachallocated an average of 1.6 ha of agricultural land,generally divided into four or five land parcels, agricultural structures are now characterized by many small andmedium-sized family farms and relatively few largercorporate farms. Such severe land fragmentation in mostrural areas hampers the sector’s productivity and competitiveness.

    Agriculture is a key sector of the national economy of Ukraine, accounting for approximately one sixth of Gross Domestic product (GDP). The country became a member of the World Trade Organization (WTO) in 2008, and signed the Association Agreement with the European Union (EU) at the end of 2014. This has led to new export opportunities in the agricultural and food processing sectors. At the same time, new policy approaches, instruments and institutions are needed to support further growth, as well as reforms to make these sectors more effective and competitive. Against this background, the Ministry of Agrarian Policy and Food of Ukraine (MAPF) prepared the Strategy for Agriculture and Rural Development 2015-2020. The overall objective of the strategy was to increase the competitiveness of the agricultural and food sectors and trade, and to promote rural development in a sustainable manner, in line with EU legislation and international standards. The Government of Ukraine requested that FAO provide technical assistance and policy support for MAPF in the implementation of the strategy in the following principal areas: i) land reform; ii) agrifood-chain development; and iii) improved access to internationalmarkets.

The manual concentrates on the practical aspects of defining and implementing the first pilot projects. It identifies the main conditions that should be in place before the project starts, and it defines potentials and constraints. It draws attention to issues that should be addressed and it discusses methods, tools and techniques. The manual identifies the main activ ities in a pilot project and their sequence.

    Final report: Feasibility study on the implementation of a land consolidation pilot project in Georgia 2023

    This summary presents the key findings and recommendations of the report on the feasibility of implementing land consolidation pilots in Georgia. Farms in Georgia are small and fragmented: about 99 percent of all farms are smaller than 5 ha and the average farm size is 1.4 ha distributed into 4–5 parcels. Land consolidation can support agriculture and rural development by reducing fragmentation of parcels and enlarging farms. Including land consolidation as part of a multi-purpose project brings additional benefits. In particular, integrating land consolidation with irrigation rehabilitation allows it to play a critical role in strengthening the agriculture–water–land nexus and climate change adaptation. A fully operational national land consolidation programme is feasible. The feasibility study presents a vision for the long term: a fully operational national land consolidation programme where land consolidation can be implemented, as appropriate, as a standalone initiative or as part of a multi-purpose project. This is possible. It has been done elsewhere in Central and Eastern Europe in less than a decade. The vision can be achieved if there is a strong and sustained interest by the relevant government agencies and by farmers and their communities, and if there is the sustained political will and support to make it happen.
