    The sterile insect technique has in many countries become an important control tactic for integration in area-wide integrated pest management programmes against fruit flies of economic importance. An important prerequisite of these programmes is the availability of adequate numbers of sterile male flies that are produced in large mass-rearing facilities. This document combines an interactive spread sheet in Excel on a CD Rom and a procedures manual to assist in technical and economic decisio n making with the design, costing, construction, equipping and operating of such mass-rearing facilities. The model can be used by managers as a support tool for facility design, required investments and financial planning of facilities of different sizes using different scenarios. The software was designed using the Mediterranean fruit fly (Ceratitis capitata) as a model for planning insect mass-rearing facilities, but its default settings can be easily changed to suit any other fruit fly or other pest insect. The manual includes an appendix on site selection and biological/physical factors that need to be considered when constructing a facility and another appendix on criteria that are relevant for selecting the location and establishment of mass-rearing facilities.

    This Monitoring and Evaluation (M&E) Plan is prepared for the project “Strengthening Agro-climatic Monitoring and Information Systems (SAMIS) to improve adaptation to climate change and food security in Lao PDR”. The project is funded by the Global Environmental Facility (GEF) under its Least Developed Country Fund (LDCF). The M&E Plan covers monitoring of project performance and evaluation of project impacts. Monitoring is used for performance evaluation through assessing success of the project in achieving its time bound targets and objectives whereas the project impacts evaluation is done through the data generated from project studies and analysis as well as baseline survey, midterm survey and end of the project evaluation. Both project performance and impact evaluation will contribute to improve decision making and management, for keeping the project on track towards achieving the outcomes and objectives and by integrating lessons learnt into planning.

    The Climate Risk Toolbox (CRTB) was developed to support climate-resilient project design. The tool is an open-access resource, hosted on the Hand-in-Hand Geospatial platform, allowing users to obtain a climate risk screening in a few simple steps. A key element in sustainable and transformative development in agriculture is ensuring that investments are designed with robust evidence about both past and future climate variability, seasonality, and extremes. Climate risk screening ensures that the linkages between hydrological, meteorological, and climatological hazards and impacts on agricultural systems are fully understood well in advance to strengthen project formulation and implementation. The CRTB simplifies climate risk screenings. It can be used by development practitioners for high-level screening at an early stage of planning processes or project design. This guide provides a quick overview of the tool to promote it and support its mainstreaming.
