It offers clear, practical guidance with tips and advice for establishing, managing, participating in, and reporting on EWGs. These working groups have become a widely used tool for advancing work between meetings of Codex Alimentarius Commission subsidiary bodies. They allow Codex Members and Observer Organizations, whose representatives may not attend meetings, to follow and contribute to specific work items. While the Codex Procedural Manual outlines general EWG guidelines, it does not cover insights gained from hands-on experience or new technologies that support EWGs. This handbook draws on contributions from both experienced and new EWG chairs, Codex committee leaders, and Codex Secretariat officers. It clarifies participant roles and responsibilities and explains how to effectively lead and participate in Codex standard-setting work through EWGs.

2025El Manual de procedimiento de la Comisión del Codex Alimentarius ayuda a las delegaciones nacionales y organizaciones internacionales que asisten como observadoras a participar eficazmente en el trabajo del Programa Conjunto FAO/OMS sobre Normas Alimentarias. Establece las reglas de procedimiento básicas, los procedimientos para la elaboración de normas del Codex y textos afines, y las definiciones y directrices esenciales para el funcionamiento de los comités del Codex. También otorga la membresía de la Comisión del Codex Alimentarius.En esta 30.ª edición del Manual de procedimiento del Codex se continúa trabajando hacia la armonización del lenguaje, especialmente en lo que respecta al uso de sinónimos terminológicos, lo que establece un precedente para otros materiales escritos del Codex.Concretamente, en esta última edición figuran tres cambios en la “Sección 4.6: Principios de análisis de riesgos aplicados por el Comité del Codex sobre Residuos de Medicamentos Veterinarios en los Alimentos”:1) la revisión del “Anexo C: Enfoque para la extrapolación de los límites máximos de residuos de medicamentos veterinarios a una o más especies”; 2) la incorporación del “Anexo D: Criterios y procedimientos para el establecimiento de umbrales de intervención para residuos de medicamentos veterinarios en los alimentos de origen animal como consecuencia de la transferencia inevitable e involuntaria de medicamentos veterinarios en los piensos para animales no objetivo”;3) la consiguiente modificación del párrafo 133, “Establecimiento de una lista de prioridades”. En la “Sección 5.1: Cuadro de los comités, referencias de los documentos y mandato”, tras la decisión de la Comisión de reactivar el Comité del Codex sobre Cereales, Legumbres y Leguminosas, este comité pasó del cuadro de “comités sobre productos (aplazados sine die)” al de “comités sobre productos (activos)”.Por último, se han realizado enmiendas de forma con el fin de hacer un uso más coherente de las abreviaturas y proporcionar referencias cruzadas más precisas mediante la numeración de las subsecciones.

Addressing high food price inflation for food security and nutrition
2025While some progress and recovery have been made in recent years, the world is still above pre-COVID-19 pandemic levels and far from eradicating hunger and food insecurity by 2030 (SDG Target 2.1). Similarly, despite some progress in the global nutrition targets, the world is not on track to achieve SDG Target 2.2. Among other factors, persistent food price inflation has slowed this momentum.The State of Food Security and Nutrition in the World 2025 highlights how elevated inflation in many countries has undermined purchasing power and, especially among low-income populations, access to healthy diets. The report documents how high food price inflation is associated with increases in food insecurity and child malnutrition. Vulnerable groups, including low-income households, women, and rural communities, can be particularly affected by food price inflation, risking setbacks in the fight against hunger and malnutrition.In response to these challenges and to prevent future price shocks, the report examines policy measures adopted by countries, and outlines what is necessary going forwards. It stresses the importance of coherent implementation of fiscal and monetary policies to stabilize markets, promote open and resilient trade, and protect vulnerable populations. Additionally, it calls for better data systems and sustained investment in resilient agrifood systems to build long-term food security and nutrition. These coordinated actions are vital to reignite progress towards ending hunger and malnutrition by 2030.
