    This course introduces you to the maritime traffic rules that small-scale fishers in coastal and inland waters should know about. It provides guidance on actions to take in day-to-day traffic situations at sea, during daylight and at night. Working in the fisheries sector is globally one of the most dangerous jobs, with an estimated 32 thousand fatalities annually and hundreds of thousands of accidents and injuries of crew on board of fishing vessels. Most of these accidents happen on board of small-scale fishing vessels, frequently resulting in disability and death among fishers. Increasing knowledge and understanding of the maritime traffic rules will help to reduce accidents. Application of the maritime traffic rules is an important safety measure at sea.

    Livestock exports contribute approximately 40% of Gross Domestic Product (GDP) and 80% of foreign currency earnings. A major impediment to livestock trade is the occurrence of livestock diseases. In the absence of a reliable Animal Health Information System, Puntland state of Somalia has been unable to fully exploit global livestock markets due to its inability to control outbreaks of animal diseases. This has led to high rates of livestock rejections at the export port and increased risk of dis ease spread to importing countries which has in the past led to import bans. Puntland, therefore, requires an effective system for gathering animal health data from the field, processing it in ways that provide maximum value, and presenting it in a form which is easy for national policy-makers for effective disease prevention and control.

    This summary for policy is based on the findings of the capacity needs assessment and gap analysis conducted at the selected 13 villages within the Indonesian Seas Large Marine Ecosystem (ISLME) region for the implementation of the Advance Fishers Villages programme. The programme aims to ensure a clean, healthy and comfortable environment to improve the quality of life of the community, especially small fishers and to facilitate their day-to-day activities. Analysis of gaps and needs for capacity building is grouped into five aspects: (i) environment, (ii) human resources, (iii) facilities and infrastructure, (iv) socioeconomic, and (v) institutional.
