Synopsis (short abstract) This is the mid-term report of the evaluation of the project “Poverty, Reforestation, Energy, and Climate Change” (PROEZA), co-implemented by the Food and Agriculture Organization of the United Nations (FAO) and Paraguayan government institutions, and funded by the Green Climate Fund (GCF). The project’s main objective is to improve the resilience of poor and extreme poor households vulnerable to the impacts of climate change and to increase the forest cover in environmentally sensitive areas of Eastern Paraguay. This report presents an assessment of the project’s design and progress towards established objectives. The evaluation answers questions framed starting from the project’s theory of change. Methods involved desk reviews, field visits, interviews to FAO and non-FAO stakeholders, focus group discussions with beneficiaries and a comparative analysis of the emissions reduction calculation. Up to October 2023, PROEZA planted 700 hectares, involving 800 families and designed a regulatory proposal that would create a single window for forestry investment procedures. The evaluation framed four recommendations to ensure better execution, still low at 5 percent at the time of the evaluation. Recommendations entail addressing design deficiencies, strengthening leadership, establishing an exit strategy, and reviewing the Environmental and Social Management Framework.

    The project aims to improve the resilience of poor and extremely poor households that are vulnerable to the impacts of climate change and to increase forest cover in environmentally sensitive areas of eastern Paraguay. It promotes incentives to mitigate climate change by planting fast-growing trees alongside valuable native species in an environmentally friendly and socially responsible manner. At the same time, it addresses rural and extreme poverty in order to increase resilience and climate change adaptation.

    Cambodia is among the Least Developed Countries that continue to struggle with serious environmental issues, among which are climate change, water resources and land degradation. The project, implemented from 2014 to 2020, contributed to build the adaptive capacity of rural communities and reduce their vulnerability to climate change through micro-watershed management and climate resilient agriculture practices through interventions at national, sub-national and community levels. It was designed to address barriers at all levels (local to national) stemming from lack of awareness, knowledge, understanding and capacity concerning climate change adaptation and the absence of alternative livelihoods, particularly affecting rural women. The evaluation found that the project activities made some important steps in contributing to reducing vulnerability and increasing resilience for climate change adaptation in the pilot communes. While the project managed to implement many of the outputs, a number of issues and delays limited the effectiveness on-the-ground of this innovative yet ambitious project.

    Afghanistan’s high diversity of rangeland and forest ecosystems provide valuable goods and services for local communities. Unsustainable land and resource management practices, as well as climate changes, are accelerating the degradation of these ecosystems and affecting local livelihoods. FAO recognizes community based natural resource management (CBNRM) and Sustainable Biomass Energy Systems (SBES) as potential tools to address these issues, and implemented the project in the Parwan and Nangarhar provinces between August 2016 and July 2019. The evaluation presents the results of SBES and CBNRM in the project, both of which were succesful in reducing greenhouse gas emissions, as well as the policy and awareness raising results. It also assesses the security challenges behind the project management decision making, gender issues, and other barriers and risks that may prevent the progress of future projects.
