    The Technical Cooperation between the Ministry of Agriculture representing the Government of Saudi Arabia and the Food and Agriculture Organization of the United Nations (TCP) has started since 1950. The TCP has taken a quantum leap with the development of the Unilateral Trust Fund Agreement (UTF) which was signed between the Ministry of Agriculture and the Food and Agriculture Organization of the United Nations in 1982. The Agreement was renewed every 5 years thereafter until the current Techni cal Cooperation Agreement (TCP 2011-2016). The TCP 2011-2016 represents the Country Programming Framework 2012-2016 (CPF 2012-2016) of the Kingdom of Saudi Arabia. The TCP 2011-2016 includes 16 development projects covering a wide range of agricultural activities including horticulture, irrigation, plant health, animal production, fisheries and rural development. The projects were prepared following extensive consultation with the Ministry of Agriculture and other stakeholders. Priority areas we re identified through these consultations addressing the strategic objectives of the Sustainable Agricultural Development Strategy of the Kingdom up to 2030 (SADS-2030) and the goals of the Long Term Strategy for Saudi Economy up to 2024 (LTS-2024) which included successive 5-years National Development Plans until 2024 (NDPs).

    The Fish Farming Centre project (UTFN/SAU/010/SAU) demonstrates little productive progress for its four years of existence. This appears to be due to three factors, namely (1) the initial relocation of the site which caused some logistical difficulties but primarily established a lack of enthusiasm towards the project by the staff, (2) the lack of a well defined short-term programme with objectives attainable for an inexperienced national team, and (3) lack of well directed and determined leader ship by the expatriate staff. Of the three factors, the third has been the greatest constraint to the project, as firm leadership could have resolved the first two. With the present low level of project outputs and technical progress, the author opines that the project could be discontinued without any loss to the advancement of the art of aquaculture. However, it would be a loss to the country which has stated its intentions to assist the private sector to exploit suitable opportunities in aq uaculture. After reviewing (1) the facilities of the Fish Farming Centre, (2) the current aquaculture operations and past results with the project staff, and (3) the construction drawings for the proposed facility, the author has worked with the staff to draw up some well defined short-term goals to be fulfilled in the interim before the new facility is completed (about July 1986), and which can be continued with the new facility. These agreed immediate objectives are summarized below:

    The newsletter covers the broad area of FAO in Saudi Arabia. In the framework of the FAO Technical Cooperation Programme, it strengthens the Ministry of Environment, Water and Agriculture (MEWA) capacity to implement its Sustainable Rural Agricultural Development Programme (2019-2025). The project is being implemented with MEWA, Reef and National Cover and Vegetation Center Development and Combating Desertification (NCVC) in nine components across Saudi Arabia, i.e., coffee, beekeeping, roses, sub-tropical fruits, livestock, fisheries, rain-fed cereals, value addition and natural resources management covering forests, national parks, rangelands and controlling desertification. The main objectives of the project are to increase production and productivity while managing natural resources, promote diversification and income generation for smallholders, in particular rural youth and women.

    The Food and Agriculture Organization of the United Nations (FAO) and the World Health Organization (WHO), in their roles as technical agencies of the United Nations (UN), are charged with providing science-based guidance on food and nutrition to national governments and the international community. The process used to do this involves periodic and systematic reviews of scientific evidence, which often culminates with the convening of joint expert consultations to review the state of s cientific knowledge, deliberate on the issues and translate this knowledge into a definition of requirements and corresponding nutrient-based recommendations. The overall goal of these recommendations is to support health and nutritional well-being of individuals and populations. The topics covered during the recent past include energy, protein and amino acids, fats and oils, most of the vitamins and minerals and carbohydrates, with the objective of providing guidance on nutritional requirements and recommended dietary intakes.The Joint FAO/WHO Expert Consultation on Fats and Fatty Acids in Human Nutrition (hereafter Expert Consultation) was the most recent expert meeting convened, and was held in Geneva from 10 to 14 November 2008. The Expert Consultation was the third to be held on the subject of fats in human nutrition, the first expert consultation on this topic being held in 1977 (FAO, 1978) and the second in 1993 (FAO, 1994).
