Synopsis (short abstract) The authors of this paper have chosen to show pesticides in their worst light, i.e. their danger to humans. Convinced that pesticides will be indispensable in the protection of agricultural products and more especially of stored products for a long time to come, the authors thus hope to contribute to a real awareness of the risks involved in the use of pesticides. This paper is aimed at advisers to the general public, educators and store managers as well as representatives of the industry, so that they can become actively involved in encouraging better use of pesticides.

    The objective of this seminar was to summarise, through an interpretive overview from various perspectives, the nature of the pesticide residue problem in stored grains, its severity, where concentrated, on what grains and why. Also to be assessed were the implications for consumers: which are the populations most at risk, where, in what way, when, and to what degree of severity? If this information is not available, how can it be determined? The aim was to produce a publication that would contr ibute to current appreciation and thought from an operational perspective.

    The Government of Botswana has made efforts in recent years to improve the control of pesticides in the country. In addition to ratifying international agreements, it enacted the Waste Management Act in 1998 and the Agrochemicals Act in 1999. However, there was little evidence of the enforcement of these regulations, and a review of their relevance and application was needed. In addition, serious gaps in the ability to control all aspects of the pesticide life cycle were identified. Against this background, the project sought to reduce the risk to public health and the environment posed by poor pesticide management and obsolete pesticide wastes, by building capacity to effectively manage pesticides and avoid future accumulation of obsolete pesticides stocks, identifying Highly Hazardous Pesticides (HHPs) used in Botswana, and updating the pesticides regulatory system to phase out HHPs.
